About this file
This document contains questions and answers regarding a solicitation for cable assembly procurement. The Navy seeks to procure 46 different cable assemblies to specifications provided in technical drawings. Bidders must provide standard certificates of compliance and inspection reports for each cable. Questions covered connectivity standards for various connectors, requirements for strain relief and backshells, methods for bundling pairs, availability of parts lists to support manufacturing, and whether pricing can be rolled up or must be itemized. The solicitation is an all-or-none opportunity requiring delivery of all 46 cable assemblies by the same deadline of August 16, 2021, with no option for engineering support or deadline extensions.

Questions &Answers Question:
1. Are these cables to be quoted as AS FAI documents all material, all inspection points, test results provided, and every aspect of the drawing is detailed?
Answer:
Spoke to our Project Engineer regarding cables and confirmed, we do not want First Article anything. We just need standard CofCs and copy of inspection report for each cable confirming it meets drawings specifications
1. Can each of the options (Base year, 1st Yr., 2nd Yr., 3rd Yr, 4th Yr.) be on separate quotes or does it have to be all on one quote?
Answer:
Quotes are to be submitted according to what is in the solicitation. One quote and not separated.
Questions:
1. DS210033
0. Is backshell required for P1, if so, need the PN. Also Need manufacturer name for D3W3F
1. DS210045, DS210061, DS210086, DS210087
1. Need manufacturer name for P/N. D5W1F for assembly DS210045.
1. Need manufacturer name for P/N. D7W2F for assembly DS210061.
1. Need manufacturer name for P/N. D5W1M for assembly DS210087.
1. Ds210066
2. Need P1 backshell PN
2. Need manufacturer P/N. for D5C5F.
The drawings only specify the form of the connector. This allows for the use of connectors that meet the required form. For example, drawing DS210033-1 identifies connector P1 as having the form of D3W3F. The DS210033-1 connector P1 has the following properties:
Type of Connector - D or D-subminiature Connector Contact Arrangement - 3W3 Gender of Connector - F or Female Connector
The d-subminiature connectors all require backshells. The drawings do not specify a backshell part number. Instead, the drawing states that "all d-sub connectors shall be injected molded with machine contacts and strain relief with 4-40 jack screws." Injection molding is the manufacturing process for producing rubber or plastic parts by injecting heated material into a mold.
Question:
There are some associated NRE (Non-recurring Engineering) and Tooling costs for some of the cables. Can the NRE be listed as one line or break out by each associated line within the quote?
Answer:
We prefer the cost be rolled up into the cost of the cable for a better comparison of offers.
If the cost could be distributed amongst the cables adding a note identifying cost includes NRE.
Question:
How are the pairs to be bundled? Shrink tubing? Expando sleeving?
The bundling depends on the applicable cable assembly drawing. The most common among these cable assembly drawings are sleeving per MIL-I-23053. For example. For example, Cable Assembly W110 drawing DS210026-2 and Cable Assembly W116 drawing DS210032-1 specify MIL-I-23053 sleeving.
Question:
Parts list were not included in the drawing package. Are parts list available for the cables?
Answer:
All documentation is provided in the solicitation.
Question:
Is this an “all or none” opportunity or do we need to quote each cable as a separate opportunity?
Answer:
This is all or none, we require the entire 46 cables on same delivery.
Question:
Will there be engineering support for this effort for questions or substitutions as needed?
Answer:
No engineering support is provided, cables are manufactured to solicitation and print.
Question:
Is there anyway to get an extension for the deadline of the 14th?
Currently there are no plans to extend solicitation. We have recently already extended from the 8/12/2021 to 8/16/2021

Drawing for DS220021-1 was copied twice (pages 6 and 35) correct?
The DS21/DS220021-1 drawing was mislabeled in our system. (If you received the drawings previously you will receive the updated drawing)
After reviewing the drawings we noticed that there are several part numbers missing as well as some notes. Since part lists are not supplied with the drawings we are trying to compile an individual parts list for each assembly. We attached an Excel list and in the notes section added comments where there are missing part numbers or questions.
See attached copy of Excel sheet “Copy of N63394-21-Q-0122”.
