Response: CLINS 0001 – 0009 are part of the requirement’s base year. Please refer to section B and F for CLIN structure and delivery.
32. Question: The desired and required schedules are quite ambitious. There is wording surrounding failure to meet either is a basis for proposal rejection (Pg 69) and then further wording suggesting bidder propose a schedule. AMENDMENT 3
Q&A
1. Question: Ref: Government Questions/Answer #5 Government Question/Answer #25. It is understood that the Small Business Subcontracting Plan should be a standalone document. Will the Government please clarify if there is a page limit on this document and how many paper and electronic copies are desired?
Answer: The Government recommends 25 pages maximum and one electronic copy consistent with the proposal requirement. This report can be included as an attachment to Vol. I Price Proposal and it will not count against the page count limit. Section L, 2.2 includes a requirement to add an attachment section.
2. Question: Ref: Section F (Delivery Requirement) Desired Delivery Schedule Pg 74 (footnote); and Required Delivery Schedule Pg 76 (footnote) Section H page 95 (FAR 52.217-7). Please reconcile the statement in Section H, page 95, FAR 52.217-7 Latest Option Exercise Table "Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree" as compare to Section F, page 74 " *** PPS units shall be delivered at a rate of 12 units NLT 32 weeks of option exercise. Subsequent production units shall be delivered at a rate of 12 units per month until all quantities have been delivered. The delivery schedule in this solicitation is for maximum allowable units." Please explain if the Awardee would be required at any time to deliver more than 12 units per month?
Answer: The awardee is required to deliver 12 PPS units per month, along with any OBRP, MAM, or INCO kit as indicated. However, base and option year delivery schedules may overlap as option years are exercised.
3. Question: Ref: Government question #39. If WS20313 applies to SOW, section 4.3, please provide the document as it was not found in the TDP?
Answer: Upon further review, WS 20313 is not required and has been deleted from SOW, section 4.3.
4. Question: Ref: Section B and Section F. For each FMS (Foreign Military Sale) units, by deliverable line or CLIN, please provide the specific information for purpose of identification, account and data processing such as FMS Case number, transportation code, WAWF/DD250 entry number, Mark for Representative, Milstrip Document Number and any other FMS information/designations/Document Watermark.
Answer: Specific information will be provided upon award. All deliveries, including FMS, shall be sent to Port Hueneme, CA.
5. Question: Ref: CDRL 0009. CDRL 0009 reflects in Block 2, "Quality Control and Assurance Program Plans". Is the A009 requirement for one submission of a Quality Control and Assurance Program Plan (QCAPP) or two submissions consisting of a separate Quality Control Plan (QCP) submission and a separate Quality Assurance Plan (QAP) submission?
Answer: The plan can be combined or two separate plans for Quality Control Program Plan and Quality Assurance Program Plan.
6. Question: Ref: Section L pg 116 Section 25 , Factor 3 Past Performance (c) and (d). In Section L, Factor 3:
Past Performance, sub-section (c) it states that "the submission of Contractor Performance Assessment
Reporting System (CPARS) evaluations in lieu of PPQs is acceptable" and in Section L, Factor 3: Past Performance, sub-section (d) it states "While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror." Will the Government allow the entire CPARS documentation (consisting of multiple pages) to be included as an attachment to the Vol. II Technical (Non-Price) Proposal and not included in the volume page count?
Answer: The Government will allow the entire CPARS documentation to be included as an attachment to Vol. II Technical (Non-Price) Proposal and will not count against the page count limit. . Section L, 2.2 includes a requirement to add an attachment section.
7. Question: From a testing requirement perspective, each unit will need to go though, between electrical and vibration, is about 90 hours per the Governments requirements. Based on having 5 environmental test setups to run 5 units simultaneously, this would equate to around 55 weeks of testing time alone. This does not include time allocated to the procurement process. Based upon our analysis of the above facts, it does not seem possible for a company to perform all manufacturing and testing requirements in the allotted time, given the contractual quantities. Can the government share with the public their risk analysis as it pertains to the Governments derived schedule?
Answer: Government confirms the test requirements cited for the PPS. Government analysis is that a vendor with a robust production capacity can execute production requirements in parallel (e.g. multiple test stations, chambers, etc), which results in achieving the desired production delivery schedule.
8. Question: Can the Government also confirm that their calculated test time for electrical, vibration and thermal testing is about 90 hours per unit?
Answer: The Government confirmed that all test requirements are accurately cited in the TDP and the 90 hour estimate is low. Prospective vendors need to review the TDP and determine the appropriate testing requirement.
9. Question: With respect to question 33, our company has been quoted very long lead times, particularly by vendors manufacturing custom parts specified on vendor-controlled drawings as they are the only source.
These vendors have indicated their supply chain has been affected by COVID-19 and in some instances lead times for RAW materials has doubled. Being a responsible bidder and evaluating the Governments 32-week FA lead and 34-week production lead, this indicated a high risk of meeting the Governments required delivery dates. Has the Government done any supply chain risk analysis on this solicitation and on the critical parts?
Answer: The supply management and supply risk assessment are the responsibility of the prospective vendors.
10. Question: Do any incumbents for this power supply or any variants of this power supply, IE: -19 version of this power supply, have any current production contract/s for any variants of this current unit?
Answer: This power supply has been in continuous production from 2000 to date.
11. Question: Provided First Article approval is given, does that guarantee full production quantities to the contractor?
Answer: The quantity cited in the Basic contract is the Government requirement and the options would be exercised at the discretion of the Government.
12. Question: It appears that there are some custom extrusions within this assembly. Will the government be providing the dies for these or does the Government have a vendor for the extrusions or dies? (IE: PN 7104420)
Answer: From the beginning of production of this power supply, the Government has not provided GFE dies. Identification of potential suppliers is the responsibility of the prospective vendor.
13. Question: How many ATEs are available for each part, and how many parts can an ATE test simultaneously?
Answer: Prospective vendors are to develop their respective test plans based on the TDP and will determine how many parts are to be tested simultaneously. The Government will provide sufficient ATE to support the vendor's test plan.
14. Question: What tests will the ATEs run and what is the total cycle time for each test if available?
Answer: The total cycle time is determined by the prospective vendor based on the test requirements in the TDP. The Government will provide the required ATE to conduct LRU and final assembly testing.
