Statement of Work

1 Scope

1.1 Background

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) supports a variety of programs in its mission as the In-Service Engineering Agent (ISEA). As part of the functions of an ISEA and in support of the ship classes under its cognizance, NSWC PHD tasking includes the execution of Ship Change Documents (SCDs), Engineering Changes (ECs), Trial Card Corrections, Trouble Observation Report fixes, and test installations. SCDs may also be used for the removal of shipboard systems and are included in NSWC PHD tasking.

Programs include, but are not limited to the following:

1.2 This Statement of Work (SOW) is to provide Alteration Installation Team (AIT) services to NSWC PHD onboard ships and land based facilities, including Government laboratories. These services include, but are not limited to:

1. Installation and engineering support

1. Removal and modification of equipment or systems

1. Welding

1. Rigging

1. Fire watch

1. Erecting scaffolding

1. Opening and closing of ship bulkheads and hull access cuts

1. Modification and fabrication of equipment and false deck structural foundations fabrication and modification

1. Transportation and secure storage of material and equipment

1. Modification of power panels and electrical circuit

1. Installation and removal of cables at ship/laboratory/site

1. Connectorization of electrical and fiber optic cables

1. Repair or modification of decking/flooring at ship/laboratory/site spaces

1. Repair or restoration of disturbed surfaces by sanding, grinding and painting

1. Crate, package and ship material to/from contiguous United States (CONUS) and/or Outside the contiguous United States (OCONUS) locations

1. Removal, modification, reinstallation, repair and restoration of interferences at ship/laboratory/site spaces

1.3 The ships and sites listed below are representative of the major locations where the work will be required. This is not an exhaustive list, and specific tasking and location(s) will be specified in individual Technical Instructions (TIs).

2 Applicable Documents. The following documents are applicable to this SOW. All tasking, processes, performance, execution and documentation within this SOW shall be in accordance with the most current version of these documents at the time of contract award.

OPSEC Requirements

3 Requirements

3.1Post Award Meeting
3.1.1The Contractor shall organize and conduct, in coordination with NSWC PHD stakeholders, Procuring Contracting Officer (PCO) and Contracting Officer Representative (COR), a post award meeting within 15 calendar days following award of this requirement or as agreed with NSWC PHD stakeholders and COR. The purpose of the meeting is for the Government and Contractor to review key areas and challenges, and to establish dates for near term meetings and actions. The Contractor shall provide via electronic mail (email) the proposed briefing agenda five (5) calendar days prior to meeting and the meeting minutes five (5) business days after. The Contractor may conduct the meeting via telecommunication.

3.1.2The Contractor shall deliver within 30 calendar days after post award meeting proof of insurance and proof of holding an up-to-date NAVSEA04RP-approved (current) Quality Management System or proof of having one in-process for review/approval. The Contractor must have an approved NAVSEA04RP Quality Management System to perform work onboard ships.
3.2Program Management
3.2.1The Contractor shall establish clear organizational lines of authority and responsibilities and shall have a single point of contact to work with the PCO and COR to ensure effective management of resources and tasks.
3.2.2The Contractor shall provide program and project management services in support of all scope defined in this SOW, including, but not limited to:

3.2.3The Contractor shall manage and coordinate all activities required to successfully execute tasking. The Contractor shall manage its resources to ensure all tasking is successfully completed within estimated budget and on-time.
3.2.4The Contractor shall develop and submit a monthly Contracting Officer’s report by the 10th day of each month. The final report for each contract period (base, option year 1, etc.) is due by no later than 60 calendar days after the end of each period of performance.

3.2.5 The Contractor shall complete and maintain a list of all personnel working on any requirement delineated in this SOW. The Personnel Roster shall be provided by the 10th of each month and within two (2) business days of when personnel changes are made. The COR shall be notified via email no later than two (2) business days after the Contractor becomes aware an employee is separating from the company and the personnel roster shall be updated and provided.

3.2.6Emergency Muster: Upon request from the COR or PCO, the Contractor shall, within one (1) business day of receiving the request, provide the names, geographical locations, and physical status of the contractor personnel assigned to this requirement via email. Physical condition shall be described as “Mustered – unharmed,” “Mustered – injured,” “Missing,” “Deceased,” or “Unknown” in accordance with the situation. Follow-on update reports may be requested as the emergency develops.
3.2.7The Contractor shall facilitate safety and environmental training as required to enter or continue working on Government and non-Government facilities.
3.2.8The Contractor shall ensure that each Contractor employee who has been issued a Common Access Card (CAC) completes all initial required training and annually as required thereafter.
3.2.9The Contractor shall provide the required form(s) (e.g. Application for Identification Card/Deers Enrollment (DD Form 1172-2)) for each Contractor employee requiring a CAC and shall ensure that the Contractor employee completes the training requirements. The COR will provide the training requirements.
3.2.10The COR will notify the Contractor, via email, of any additional Contractor employees required to complete training requirements. The Contractor shall ensure that Contractor employees, if required, complete the training.
3.2.11The Contractor is expected to maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW. The Contractor shall accomplish all work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience to provide quality workmanship, maintain schedule, and minimize rework.
3.2.12The Contractor shall maintain a NAVSEA 04RP approved Quality Management system in accordance with Section 2, references 2.3.5 and 2.3.8.

3.2.13 The Contract shall be aware of and meet or exceed Navy quality standards in accordance with Navy Standard Items (Section 2) for applicable work, products, or services.

3.2.14The Contractor shall provide copies of current certifications (welding, electrical, fiber optics, etc.), within each AIT workbook and upon request, to the COR, for upcoming ship installations and removals to comply with Technical Specification 9090.310, local facility, shipyard and Regional Maintenance and Modernization Coordination Office (RMMCO) check-in requirements.
3.2.15The Contractor shall ensure that all required certifications are current and take action in advance to avoid expiration of personnel’s certifications.
3.2.16The Government will neither supervise Contractor employees, train Contractor employees, nor control the method by which the Contractor performs the required tasks. The Government will not assign tasks to, or prepare work schedules for, individual Contractor employees. The Contractor shall manage its employees and guard against any actions that are, or perceived, as personal services. If the Contractor believes that any actions constitute, or perceived to constitute, personal services, the Contractor shall be responsible to notify the PCO within one (1) business day.
3.2.17The Contractor shall provide their own work spaces and equipment and transportation to and from the work sites. Normal hours of operation at NSWC PHD are from 0730-1700 Pacific Standard Time, Monday through Friday, except Federal holidays. The standard hours of operation for remote site and travel destination work places are determined locally and may vary.
3.2.18The Contractor shall expect to work eight (8) to ten (10) hours per day, five (5) days per week. Additional work, up to four (4) hours Monday through Friday, and up to ten (10) hours per day, on weekends and United States Federal Holidays may be required to maintain project schedules.
3.2.19The Contractor shall obtain the COR’s approval in advance of any work performed on weekends, holidays, and during facility shut down.
3.2.20Alternate work schedules used by the Contractor must not negatively impact SOW deliverables, project schedules, and efforts.
3.2.21The Contractor shall have a successful corrective action system to address issues and provide immediate resolution and avoid repeat occurrences.
3.2.22As part of continuous improvement process and quality management, the Government will issue a formal notification via a Corrective Action Request (CAR) (TS9090-310G Change 1, Exxhibit-5. Attachment A) per Technical Specification 9090.310 when requirements do not conform to the SOW, policies, and standards. The Contractor shall respond to the CAR by identifying the corrective actions or process improvements, which will address the issue and prevent reoccurrence. The Contractor’s response shall be submitted to the COR within three (3) business days after receipt for review and approval. The Government shall provide feedback if the CAR response is unsatisfactory.
3.2.23During performance of tasks, the Contractor shall complete and deliver a Condition Founds Report (CFR) for deficiencies found, repairs required, and recommend corrective action(s). For conditions found to impact the critical path(s)/controlling item(s), the Contractor shall notify the COR via email within 24-hours of discovery. This initial notification need not include all content required for a CFR, but must include a description of the condition/deficiency and an estimated timeframe for the Contractor's professional recommendation for resolution, which shall not exceed three (3) business days. Review and resolution of the CFR will be completed by the Government’s technical team, COR and PCO. Response to the CFR will be provided to the Contractor via email, and if a change to the contract is required, the PCO will issue a contract modification.

3.3Training
3.3.1The Government will not allow costs, nor reimburse costs associated with the Contractor for training its employees in an effort to attain or maintain personnel qualification requirements required in performance of this SOW. Other training may be approved on a case-by-case basis by the PCO. Advance approval is required.
3.3.1.1To obtain approval, the Contractor shall provide the following information to the PCO and COR via email:

1. Class title, dates of training

1. Reason for the need and benefit to the government

1. Cost/Tuition

1. Cost-sharing arrangement that addresses registration/tuition, travel and labor costs

3.4Security
3.4.1Contractor will be developing, producing, analyzing, maintaining, transporting, storing, testing, or using critical information or indicators for this contract at their facility. The Contractor will be using Ship Installation Drawings (SIDs) to install or modernize systems on the ships and may have access to Installation Control Drawings, meeting minutes, emails on installation changes, etc. These documents are considered CUI.
3.4.2The Contractor shall develop an Operations Security (OPSEC) Plan. The Contractor is required to protect critical information associated with the contract to prevent unauthorized disclosure and shall observe OPSEC Requirements. See block 14 of the Department of Defense (DD) Form 254.

3.4.3The Contractor shall comply with the Government Contracting Activity or facilities OPSEC program instructions, guidance and contribute to organization-level OPSEC training and awareness programs while performing aboard designated Government sites and facilities. Ensure you read NSWCPHDINST 3432.1C, updating to NSWCPHDINST 3070.2 series, (Attachment X) for OPSEC requirements.
3.4.4The Contractor shall include OPSEC as part of its ongoing training and awareness program and take all required activity OPSEC training. The Contractor shall protect identified critical information, sensitive unclassified information and activities, which, if divulged, could further compromise classified or sensitive information or operations, or degrade the planning and execution of operations performed in support of the mission. Specific OPSEC requirements will be delineated on the Department of Defense (DoD) Contract Security Classification Specification (DD Form 254).
3.4.5Performance under this contract requires the Contractor to adhere to OPSEC requirements. OPSEC requirements are additional to the requirements of DoD 5220.22-M, National Industrial Security Program Operating Manual, therefore, the Contractor may not impose OPSEC requirements on its subcontractors unless NSWC PHD approves the OPSEC requirements.
3.4.6This document is unclassified, however, the classification of the work to be performed may require access to secure areas and classified information up to and including Secret, per the attached DD Form 254. In the event there is an update or additional security classification guidance, the DD Form 254 will be revised.
3.4.7Trust Worthy Statement: In accordance with SECNAV M-5510.30, the Navy Personnel Security Program Manual (Chapter 6, Section 6-6, Paragraphs 2b and 2c), Executive Order 13467 of 30 June 2008, as well as Homeland Security Presidential Directive 12 (HSPD-12) and United States Office of Personnel Management Memorandum, Final Credentialing Standards for Issuing Personal Identity Verification Cards under HSPD-12 dated 31 July 2008, the Contractor shall ensure that all individuals performing work on behalf of the Government have a current, favorably adjudicated background investigation of the appropriate type to determine fitness to perform work on behalf of the Government as a Contractor employee, perform sensitive national security duties, or have access to classified information. A background investigation equivalent to the current Tier requirement and which is still in scope is acceptable.
3.4.8Contractor personnel who require access to Classified Information will be processed under the terms of the National Industrial Security Program (NISP) in alignment with the work requirements of the contract and security requirements on the applicable DD Form 254. Those Contractor employees who do not require access to classified information in performance of this contract, but are assigned to sensitive national security duties, require access to sensitive information, or for other reasons require a fitness or trustworthiness determination, shall be processed for the appropriate background investigation through the NSWC PHD Personnel Security Office for a Non-NISP investigation. Point of contact is the Personnel Security Specialist, (805) 228-7196.
3.4.9NSWC PHD Command Security Manager shall be made aware of any Contractor personnel who have an investigation with an action pending, eligibility has been administratively withdrawn or pending, withdrawal of interim clearance eligibility, eligibility of no determination made, or final denial or revocation of security clearance eligibility.
3.5Government Furnished Property and Information
3.5.1The Contractor shall manage and deliver a report for all Government furnished and Contractor acquired property/equipment/material (GFP/GFE/GFM) in the custody of the Contractor by the 10th day of each month.

3.5.2The Contractor shall ship, receive, and manage equipment and materials for all CONUS and OCONUS locations and update its material tracking system within 24 hours or next business day of material receipt and issuance.
3.5.3The Contractor shall comply with any hazardous material specifications and guidelines to support the handling and storage of hazardous material.
3.5.4Classified matter shall be stored, packed and shipped in accordance with transmission instructions contained in the NISP and any applicable security requirements guide identified in this requirement.
3.5.6The Contractor shall manage Government Furnished Information (GFI) and complete the NAVSEA 4340.2 GFI form (Attachment 2) for all GFI in the custody of the Contractor and deliver it by the 10th day of each month.

3.6Material Procurement
3.6.1The Contractor shall procure material to respond to mission requirements as delineated by the Government in a TI. The procurement of material, any kind, which is not directly related to and necessary for contract performance may be determined to be unallowable costs pursuant to FAR Part 31. The term “material” includes supplies, parts, equipment, hardware and Information Technology (IT) resources including hardware, services and software.
3.6.2The Contractor shall provide all consumable materials related to the AIT efforts as identified by the TI. Consumable material include, but are not limited to: welding consumables, saw blades, sanding and grinding discs, drills, crating materials, paint, cable hangers, and straps, etc. Consumable material is required to complete the tasks in accordance with the TI and its reference documents.
3.6.3The Contractor shall obtain the COR’s approval, prior to procurement, for all material with cost equal to or not exceed 5% of labor cost for the current Option Year. For all other material with cost exceeding 5% of labor cost for the current Option Year, the Contractor shall submit a written request to the COR and PCO via email with the following information:

· Complete description of the material to be procured;

· Task (TI) the material will be used for;

· An explanation of the need for the material;

· Quantity;

· Unit and Total Cost;

· Delivery/Freight charges;

· Any associated service charges such as assembly, configuration, packing, etc.;

· Explanation of the determination of price reasonableness regarding the selected supplier costs;

· List the competitive quotes received from potential suppliers; and

· The basis for the selection of the selected supplier After the PCO reviewed the request and proposal(s) and determined the cost to be fair and reasonable, the PCO will issue a modification to authorize the material purchase applicable to the task.

3.6.4After approval, the Contractor shall order long lead items within 30 days of receipt of a SID package. All Contractor purchased installation material shall be available at the installation site 30 days prior to the start of the work.
3.7Technical Instruction Form
3.7.1The issuance of technical tasks required under SOW sections 3.8 through 3.12 will be provided by the COR via the TI form. The TI will outline the task requirements and detailed instructions and references for completing work.
3.8Planning
3.8.1The Contractor shall edit drawing originals, sketches, or draft versions of the drawings provided as GFI via Liaison Action Requests (LARs). No changes to tasked installation drawings will be made without Government or ship class design agent approval of the change via LAR.
3.8.2The Contractor shall provide project management and system technical support in performing installations per the SIDs, Installation Requirements, Removal Requirements, Integrated Master Schedules, interface control plans, interface management plans, interface requirements, problem resolution, and system and subsystem integration.
3.8.3The Contractor shall coordinate schedules for AIT tasking while ensuring there is no negative impact to the ship’s mission and schedule.
3.8.4The Contractor shall review SIDs for installation design and material procurement.
3.8.5The Contractor shall perform a ship check or site survey with the On-Site Installation Coordinator (OSIC) or Navy technical representative and submit a trip report within 14 calendar days of completing the ship check or site survey or as indicated in the TI.

3.8.6In accordance with Technical Specification 9090.310 (latest revision), the Contractor shall develop a detailed installation Plan of Action and Milestones (POA&M) for integrated availability planning and production execution tasks.
3.8.6.1The Contractor shall incorporate information from site surveys or ship checks, SID reviews, material lead times and other required resources.
3.8.6.2The Contractor shall make changes, edit, and corrections to the POA&M, weekly or as required by 9090-310 (latest revision).

3.8.7In accordance with Technical Specification 9090.310 (latest revision), the Contractor shall complete and deliver form TS9090-310G AIT support services request (Attachment 3) as indicated in the TI.
3.8.8The Contractor shall develop and provide (as indicated in the TI) a Test Inspection Plan for quality assurance in accordance with NAVSEA Standard Items (latest revision).

3.8.9 60 calendar days prior to the start of each installation, the Contractor shall prepare and deliver an AIT workbook containing the required minimum sections and their required information per the “AIT Quality Assurance Workbook” section within Section 2, reference 2.3.5. This AIT workbook shall be maintained or updated as installation tasks are accomplished.

3.8.10 The Contractor shall participate in planning meetings, conferences, and in-process program reviews to support installation requirements.

3.8.11The Contractor shall provide installation subject matter expertise and participate in Integrated Process Teams (IPT), reviews and modernization execution and development meetings to make recommendations and input lessons learned. The contractor may be asked to review or provide input to briefings or white papers and identify and provide corrective actions when installation issues, concerns, etc. have been identified. When feasible, meetings shall be scheduled in the Pacific Standard Time zone or Uniform Time. Program Office meetings tend to be in Eastern Standard Time.
3.8.12To ensure proper processing of installation data and schedule requirements necessary for the unimpeded check-in processing of the AIT, the Contractor shall be familiar with the policies of the RMMCO and Naval Supervising Activity.
3.8.12The Contractor shall assist the Government OSIC with presenting an In-Brief and Out-Brief to the ships force and maintain installation and removal coordination with cognizant Government offices.
3.9Installation Execution
3.9.1The Contractor shall perform a Pre-Installation Checkout (PICO) to assess ship condition prior to installation start for equipment that will be disturbed and/or modernized.
3.9.1.1The Contractor shall develop a PICO report in accordance with Technical Specification 9090.310 (latest revision). The PICO report shall identify equipment configuration deficiencies and equipment placement issues.

3.9.2The Contractor shall perform industrial services and project support for industrial installation, removal, alteration, modification, or decommission required to complete tasking.
3.9.3The Contractor shall perform Ship Alterations (SHIPALTs), Engineering Change Proposals (ECPs), Class-2 Changes (no form fit or function impact), Ordnance Alterations (ORDALTs), Proposed Change Washington, and similar alteration work utilizing SIDs and other GFI.
3.9.4The Contractor shall repair all discrepancies introduced by performance of their work except for pre-existing discrepancies identified and accepted in writing by the Government.
3.10Installation Close-out
3.10.1The Contractor shall perform post-installation verification tests including system operation verification tests and correct work quality induced deficiencies.
3.10.2The Contractor shall label, crate, ship, and/or control any removed equipment prior to leaving the site.
3.10.3The Contractor shall perform material condition assessments and correct deficiencies, necessary to meet ship schedules (pier-side maintenance services) and resolve any equipment/system problems.
3.10.4Within two calendar days of completing each installation, the Contractor shall deliver the AIT workbook developed per section 3.7.9, containing completed information as defined by the “AIT Quality Assurance Workbook” section within reference 2.3.5, to support Government installation check-in/out.

3.10.5The Contractor shall provide redlines to the approved SIDs reflecting all approved changes in a final as-installed SID package in accordance with NAVSEA Technical Specification 9090.610 (Series).
3.11Material Master List
3.11.1The Contractor shall develop a material Master Material List (MML) for procurement, long lead material and material issues. The MML shall be developed and provided within 30 calendar days of receipt of each SID as identified by the respective TI.

3.11.1.1 The MML shall identify GFP and Installation Activity Furnished and shall specify the required ship installation need date so that the Government can arrange to ship GFP to the Contractor for inventory and pre-fabrication prior to shipboard installation and removal.

3.11.2The Contractor shall identify items that can be pre-fabricated based on a ship check and review of the SID package. Pre-fabricated materials include, but are not limited to equipment foundations, sway braces, cables, various structural items, label plates, cable tags, terminal/junction boxes, and small items required for a complete timely installation.
3.11.3The Contractor shall perform material pre-fabrication as defined during planning meetings with the Government representative to minimize onsite installation time.
3.11.4The Contractor shall produce pre-fabricated materials in accordance with the SIDs and MML.
3.11.5The Contractor shall ship, receive, and manage materials for all CONUS and OCOUNUS locations. The Contractor shall ensure that the installation and removal team receives all materials delivered to foreign ports 30 days prior to the availability or window of opportunity start date.
3.12Travel Requirement
3.12.1The Contractor shall travel in performance of this SOW throughout the CONUS and OCONUS locations. When required to obtain access to a Government facility, ship, or other duty station, the Contractor shall complete all forms required (if required) and provide the request and forms to the COR for appropriate action. The Contractor shall maintain a working knowledge of the Foreign Clearance Guide for OCONUS travel.
3.12.2All travel shall be coordinated with the COR, prior to travel. The Contractor shall complete and provide a trip information form (Attachment 4) for each trip. The COR will review the request and provide a response within two (2) business days. For urgent travel requirements, the COR will respond with one (1) business day.
3.12.3The Contractor shall provide a trip report for each trip performed within seven (7) business days of trip completion.

3.12.4The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements. All travel shall be conducted in accordance with FAR Part 31.205-46 Travel Costs and the Joint Travel Regulation. It is anticipated that travel will be required primarily within the CONUS.
3.12.5It is estimated that the following travel will be required and it is based on per option period and is subject to change based on task requirement.

Section H – Special Contract Requirements H.1 Deliverables Deliverables provided under this requirement may contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. The Contractor shall disseminate deliverables in accordance with provisions of DoD Directive 5230.25.

For destruction of classified documents, the Contractor shall follow the procedures in DoD 5220.22-M, Industrial Security Manual, Section 11 - 19 or DoD 5200.1-R, Information Security Program Regulation, Chapter IX. For destruction of unclassified, limited documents, the Contractor shall destroy by any method that will prevent disclosure of contents or reconstruction of the document.

The Contractor shall destroy all Government documentation upon completion of the contract. Use of Government documentation for commercial purposes is forbidden.

H.2 Regulations The Contractor shall strictly adhere to all Federal, State and local laws and regulations, Executive Orders, and Department of Defense and Navy policies.

The Contractor shall strictly adhere to Federal Occupational Safety and Health Agency (OSHA) Regulations, Environmental Protection Agency (EPA) Regulations, and all applicable state and local requirements.

The Contractor shall ensure each Contractor employee performing tasks under this SOW is qualified and has the proper training required to do their job safely and in compliance with applicable regulations.

The Contractor shall provide each Contractor employee performing tasks under this SOW with all personal protective equipment required to do their job safely and in compliance with all applicable regulations.

The Contractor shall report to the COR and PCO via telephone and email of all work-related incidents, injuries and illnesses, within 24 hours, that occurred while performing efforts under this SOW.
