Q&A set 1; 28JUL2017

1. Does the Government require brand name components as listed in the TDP, or can equivalent components be used?

The Government requires brand name components as listed in the TDP except for; PN 77-1504/DI-80066 Polycarbonate Touch Surface for Display Panel, 17 Inch, EMI, BONDED, WRITING SURFACE.

If the Offeror chooses to submit non-brand name for the above listed component, the contractor must perform full Environmental Qualification Testing (EQT), the cost of which is borne by the Contractor. The Offeror must provide detailed information supporting their ability to meet and pass EQT in compliance with the schedule for First Article Testing. Offerors are responsible for all aspects of EQT and Government testing facilities will not be furnished.

Environmental Qualification Testing: Units shall be capable of meeting the following requirements when subjected to any single or naturally occurring combination of the specified environmental conditions without damage or loss of performance. EQT Testing will be conducted by the Contractor. Once successfully qualified, production of the remaining articles can begin.

1. Electromagnetic interference (EMI). The unit shall be an effective shield against incident electric, magnetic, and electromagnetic field radiation defined in accordance MIL-STD-461F (CE101, CS101, CS114, CS116, RE101, RE102, RS101, and RS103).

2. Power (Alternating). The unit shall meet type I single phase power according to MIL-STD- 1399(Navy) section 301A.

3. Temperature Operating. The unit shall meet its performance requirements while operating at an ambient temperature range of 0°C to +50°C (MIL-STD-810G Methods 501.4 and 502.4 Procedure II).

4. Non-operating. The unit shall be designed and constructed to be stored for extended periods at ambient air temperature between -20°C to +65°C without damage (MIL-STD-810G Method 501.4 and

502.4 Procedure I).

5. Altitude. The unit shall not sustain any physical damage in altitudes from sea level to 15,000 feet, including transportation in an un-pressurized cargo bay of an aircraft at 15,000 feet for a minimum of two hours (MIL-STD-810G Method 500.4 Procedure I).

6. Humidity. (operating and non-operating). The unit shall operate in humidity conditions up

507.4 Procedure I)

7. Drip. The unit shall be drip proof up to an angle of 15 degrees (MIL-STD-810G Method

506.3 procedure III).

8. Vibration. (operating and non-operating). The unit shall operate, without damage or performance degradation, for periods up to 2 hours duration when subjected to a peak input amplitude of 0.020 inches +/-0.004 inches at a frequency of 25 Hz or, if one exists, at an equipment resonant frequency below 25 Hz with input amplitude as shown per table 6 below. This requirement shall be met whether the direction of the vibration is in any of the three orthogonal axes (MIL-STD167 Type I).

9. Shock. (operating and non-operating). The unit shall be installed and operated within a deck mounted, OJ-663(V)1 Combat Display Console, while subjected to 9 consecutive total hammer blows on a Navy approved medium-weight shock machine that complies with the design requirements of Class I Grade A, Type A. Momentary malfunction of the unit is acceptable if automatically self-correcting and only if no consequent derangement, mal-operation, or compromise of capability is caused by the momentary malfunction. No fixed part of the assembly shall become loose, no moving or moveable part or control be shifted in setting position, or adjustment during operation (MIL-STD- 901D).

2. Relating to Counterfeit Prevention Plan. Which FARs are associated with this?

3. Page 95, First Article Testing, GFI. What are the associated Government Furnished Information test plans and procedures?

GFI will be removed. This is page is referencing the Contractor’s First Article test plan and procedures.

4. Relating to the TDP, is there a Solid Model available, in .stp format?

No.

5. The provided list of suppliers included within the BOM, is it known if the parts are custom or COTS?

Some are custom, some are not custom.

6. Is there a TDP or other technical data available on the OJ-663 console?

A TDP was provided to offerors who are registered in JCP and requested the TDP.

7. The SOW requires DD Form 254. What level of Security Clearance is required?

Secret Security Clearance for shipboard installation and related services.

8. The RFP issue date was 10July with a closing date of 31July… Can the closing date be extended to 15Aug?

No. Closing date is extended to 9AUG2017.
