26. Reference RFP Paragraph 3.1: The paragraph implies that two FTEs are necessary to perform these services. Please confirm that these positions do not require backfill for absences due to vacation or sickness.

28. Reference RFP Paragraph 3.1.a) and Paragraph 3.1.f): The initial paragraph implies that two FTEs are necessary to perform these services with materials being picked up using a Government‐furnished vehicle. The second reference states that material destruction can be done only with 2 personnel present. Does Government policy allow pickup and inventory to be completed by a single individual?

Answer – while a single person can accomplish some collection, two personnel are required to operate certain machines.

29. Reference RFP Paragraph 3.1.c) and Paragraph 3.1.f): The initial paragraph states the hours of service to be from 0600‐1800. Answer – The Contractor.

37. Who pays the vendors? Whichever company is going to bid, you are asking us to trust companies that we do not know, they could be out of state and only administering the contract and we have never met them. If this is the case can more time be granted to meet and form a relationship with these companies.

Answer – The Government will work directly with the Prime Contractor.

38. There are other costs associated with the disintegrators that are not mentioned in the RFQ. Are we to quote these costs in our bid? Because they are required costs for operation of the machines and the machines cannot be operated without them they should be included in the cost of maintenance. Since they are not mentioned in the RFQ, if we quote these costs, are they to be looked upon as excessive and not needed? Who makes that determination?

Answer ‐ Offerors should provide costs required for the full operation of the disintegrators. Information provided by a Contractor will not be looked upon as excessive. The technical evaluation team will review all responses to the RFQ.
