Text version

1. Section C, Page 29, Para 4.3.1.b.2 – Last sentence states “Canned sodas, both regular and diet, and bottled water shall be stocked and reserved for use with box lunches.” Is the requirement to provide canned sodas and bottled water ONLY for box lunches as the statement of work requires?

There is no requirement for bottled water to be made available at all times. The ship makes/carries adequate potable water for drinking and cooking. Sodas, either fountain type or canned, however, should be available at all times.

1. Section L, Page 81-82 identifies submission of Volumes I – IV. Please confirm in what Volume the government would like the Mandatory Requirements included.

Please include Mandatory Requirements in Volume I: Technical Capability and Experience.

1. Based on the past solicitation releases’ for this effort, PHD NSWC has always included the clause MINIMUM ESTIMATED AND MAXIMUM QUANTITIES (COST REIMBURSEMENT). Please confirm this clause is to be incorporated at 150% of the estimated hours.

The following clause will be incorporated in amendment 0001 of the solicitation:

“MINIMUM ESTIMATED AND MAXIMUM QUANTITIES (COST REIMBURSEMENT)

a. As referenced in paragraph (b) of the "Indefinite Quantity " clause of this contract, FAR 52.216-22 contained in Section I herein, the contract minimum is a total of $TBD for the Basic Period of Performance. The maximum quantity is 150% of the estimated labor hours.

b. The estimated quantity is the level of effort specified in the clause entitled, "Payment of Fee(s) (Level of Effort)". The maximum ordering quantity is 150% of the estimated hours during each Period of Performance under the contract.

1. Section J references Exhibit 1 and Exhibit 2. These attachments were not available for selecting on the FedBizOps website. Please provide.

Exhibit 1 and Exhibit 2 will be made available when amendment 0001 is posted on the FedBizOps website.

1. Section K, Page 74 identifies FAR 52.208-8 Annual Representations and Certifications (JUNE 2013). Request this clause be updated to reflect the July 2013 version allowing for registration in the System for Award Management (SAM) database as referenced by FAR 52.204-7.

FAR 52.208-8 will be updated accordingly.

1. Section I, Page 49 “DFARS Clause 252.204-0002 Line Item Specific” is not identified in DFARS as an active clause. Please confirm the reference.

More information regarding DFARS 252.240-0002 can be found in DFARS PGI 204.7108 Payment instructions.

1. Section M, Page 94 the “Description of Evaluation” states Subfactor A is only being evaluated on the first ten pages related to the “Understanding of the requirements of the PWS as outlined in Section L. There is no mention of evaluating the second ten pages on the key labor categories/personnel qualifications. In addition, there is no mention of evaluating the Staffing Plan in Subfactor A. Is this the Government’s intention?

The Government will evaluate how well the offeror understands the requirements by evaluating both the narrative describing the offeror's understanding of the required tasks stated in the PWS in addition to the narrative identifying the proposed key labor categories required and the task(s) each key labor category will perform.

1. Attachment 3 references “Maximum Pass Through Allowed by SeaPort-e IDIQ Contract.” Please confirm this is not applicable.

“Maximum Pass Through Allowed by SeaPort-e IDIQ Contract” is not applicable. Please disregard.

1. Also, noted a second tab on the Attachment 3 of “Indirect Rate Support”. I don’t see this referenced in the instructions. Please confirm if it is required for years that have been considered final by the DCAA.

Please include the most current information available. The years listed on the attachment will be changed to “To Be Determined (TBD).”

1. The Solicitation does not provide specific licensing qualifications the Navy is requiring to determine if the offerors have personnel that are qualified to handle a vessel of this size. In order to make sure that offerors are providing qualified personnel, we request the government provide licensing qualifications for specific labor functions.

This information will be provided in the solicitation via amendment 0001.

1. In previous solicitation releases the government has provided plug numbers for the quantity of meals, hours for harbor tugs, days for ocean going tugs and days for crewboat services. Because the ships schedule by year changes constantly, having a given number for these units takes the burden off the offerors to estimate current and future events and also takes the burden off the government in evaluating the differences in the quantities of meals, hours and days submitted by offerors. Will the government consider providing these plug numbers for estimating?

Estimates using historical data will be provided in the solicitation via amendment 0001.
