Description of Required Supply or Service(s).
To support the Naval Criminal Investigative Service (NCIS) in its mission-critical force protection and national security operations, the Contractor shall provide four (4) complete, all-inclusive Card Scan Solution Kits. These kits are designed to replace legacy systems and enable the rapid digitization, local storage, and secure real-time transmission of foreign partner fingerprint cards.
Each kit must be self-contained, portable, and provide all necessary components for standalone operation in remote and afloat environments. The components listed below are brand name or equal and represent the required performance specifications.
Each of the four (4) kits shall consist of the following integrated components:
1. Central Data Processing & Storage Sub-System (Quantity: 1 per kit)
This sub-system forms the core of the kit, providing high-speed processing, extensive data storage, and the primary user interface for scanning operations.
1 x High-Performance Mini-PC: ASUS NUC 15 Performance (or equal) to serve as the primary workstation for managing scanning and data transmission.
2 x Network Attached Storage (NAS) Devices: Synology (or equal), each configured for DS1525 high-availability and performance.
8 x 20TB NAS Hard Drives: Seagate IronWolf Pro 20TB (or equal), providing a total raw storage capacity of 80TB per NAS device.
2 x 1TB NVMe SSD Cache Drives: Samsung 990 Pro M.2 1TB (or equal), to be installed in the NAS devices to accelerate data access.
2 x 10GbE Network Upgrade Cards: To be installed in the NAS devices for high-speed network connectivity.
2. High-Speed Scanning Sub-System (Quantity: 1 per kit)
This sub-system is dedicated to the rapid, high-volume digitization of physical fingerprint cards.
1 x Professional Document Scanner: Brother ADS-4900W (or equal), capable of a minimum 60 pages per minute (ppm) / 120 images per minute (ipm) and a daily duty cycle of at least 9,000 pages.
3. Networking & Connectivity Sub-System (Quantity: 1 per kit)
This sub-system provides the high-speed local network infrastructure required to connect all components and enable secure, real-time data transmission.
2 x Cloud Gateway Routers: Ubiquiti UniFi Cloud Gateway Fiber (or equal) to manage network traffic and security.
1 x 10GbE PoE Switch: Ubiquiti UniFi Pro XG 8 PoE (or equal) to serve as the high-speed backbone for all networked devices.
1 x Wireless Access Point: Ubiquiti UniFi Pro XGS (or equal) to provide secure wireless access for operators and devices.
1 x 10GbE USB-C Ethernet Adapter: For connecting laptops or other devices to the high-speed network.
2 x 1-meter 10Gbps Direct Attach Copper (DAC) Cables: For high-speed interconnection between the switch and NAS devices.
4. Portability & Protection (Quantity: 1 per kit)
This sub-system ensures the entire kit is portable, durable, and suitable for deployment in challenging environments.
1 x Hardened Carry-On Case: Pelican 1615 Air case per kit as the sole case for all equipment (with a minimum total interior volume of 4,302.09 cubic inches). The case is intended for transport and protection of the components, which will be removed for on-site assembly and operation. It is not required to operate from within the case. This single case must accommodate: 1x ASUS NUC 2x NAS Units 1x Portable Monitor 1x Desktop Scanner (NCIS-provided) 1x UniFi U7 Pro Max AP 1x UniFi Dream Router 5G All associated power supplies and cabling. The total number of contractor-supplied cases for this procurement is four (4) Pelican 1615 Air cases
5. Packaging and Shipping:
The contractor must securely pack all supplied components directly into their respective Pelican cases prior to shipment. Please note that the NCIS team will perform the final assembly, wiring, and setup of the kits on-site.
Therefore, the vendor only needs to ensure the components are safely nested and protected for transit (e.g., using padded dividers or foam), while leaving the appropriate space/configuration for the NCIS-provided desktop scanner to be added later.
The below Table provides the overall list of parts.
