About this file

This is Standard Form 30 (Amendment 0001) to a solicitation for vehicle lease services issued by the Naval Criminal Investigative Service (NCIS). The amendment extends the response due date from July 10, 2026 to July 15, 2026 at 10:00am EST and provides answers to five industry questions regarding vehicle replacement, maintenance responsibilities, insurance coverage, and traffic fines.

The solicitation (N63285-26-Q-S092) seeks four V-6 4x4 SUV vehicle leases for the NCIS Resident Agency in Middle East Djibouti to support criminal investigations and port security operations. The procurement is conducted under FAR Part 12 for commercial services with an unrestricted set-aside. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsive and responsible offeror with the lowest total cost. Key clarifications from the Q&A establish that: the contractor must replace vehicles at 19,300 kilometers or 12,000 miles with same model-year or newer vehicles; the contractor is responsible for insurance, scheduled maintenance, unscheduled repairs, roadside recovery, and providing replacement vehicles when repairs exceed three days; traffic fines caused by government use are reimbursable to the contractor by the driver; and all quotes must be new vehicles with no partial awards permitted. Questions were due July 6, 2026, and quotes should be submitted via email to colleen.powers@ncis.navy.mil and judith.campbell@ncis.navy.mil by the extended deadline of July 15, 2026. The place of performance is the NCIS Resident Agency Middle East Djibouti, located in Djibouti.

QUESTIONS AND ANSWERS

INDUSTRY QUESTION SOW/RFQ REFERENCE RESPONSE

Question 1: Please clarify whether "turned over" means the contractor must replace the leased vehicle with another compliant vehicle once it reaches 19,300 km / 12,000 miles during the lease period, or whether this refers to a required inspection, maintenance service, or odometer reporting event.

If replacement is required, please also confirm whether the replacement vehicle must meet the same model-year as the original delivered vehicle. A new Toyota Landcruiser 76 will easily give 80,000km of ultra reliable service - would I be correct in thinking the "19,300 kilometer or 12,000 miles" refers to the points for the major maintenance service?

PWS Section 6.6 - Vehicle shall be turned over every 19,300 kilometers or 12,000 miles.

The Contractor shall replace the leased vehicle with another compliant vehicle when it reaches

19.300 km /12,000 miles. The replacement vehicle shall meet the requirements of the lease and be the same model-year (or newer) as the original vehicle.

Question 2: Please clarify whether routine maintenance, oil changes, filters, tire replacement, tire rotation, alignment, roadside recovery, and unscheduled repairs are the responsibility of the Contractor or the U.S. Government. The solicitation appears to contain conflicting language on maintenance responsibility.

PWS Section 7.1 - Routine Maintenance Performance and Standards

The Contractor is responsible for routine maintenance, oil changes, filters, tire replacement, tire rotation, alignment, roadside recovery, and unscheduled repairs.

Question 3: Please confirm whether the U.S. Government or the Contractor is responsible for vehicle insurance, deductibles, and damage claims during the lease period.

PWS Section 1, PWS Section 6.2

The Contractor is responsible for the vehicle insurance, deductibles, and damage claims during the lease period.

Question 4: Please confirm whether traffic fines and penalties caused by Government use will be reimbursable to the Contractor, and what documentation is required.

PWS Section 6.2

Traffic fines and penalties caused by Government use will be reimbursable to the Contractor by the driver; traffic fines documentation provided by the Government will be provided to driver for payment.

Question 5: Could you please clarify the intended responsibilities under this new solicitation? Specifically:

Will the U.S. Government now be responsible for vehicle insurance, or should the Contractor continue to provide insurance as under the current contract?

Who is responsible for routine and scheduled maintenance?

Is the Contractor expected to perform all maintenance and repairs, or only unscheduled repairs and provide replacement vehicles when required.

PWS Section 1, PWS Section 7.1

- states that "The United States Government will be responsible for insuring these vehicles" while "The Contractor will be responsible for all maintenance and repair of vehicles." Section 7 then indicates that "The United States Government shall provide full maintenance services" and describes the Government as performing routine maintenance.

The Contractor shall provide insurance and is responsible for providing scheduled maintenance, unscheduled repairs and providing replacement vehicles when vehicles are being repaired for more than 3 days.
