About this file
This is an Amendment to a Request for Quote (RFQ) for an Electronic Security System (ESS) for the FLETC Warehouse, issued by the Naval Criminal Investigative Service (NCIS). The solicitation is a 100% Small Business Set-aside under NAICS Code 561621, with a Lowest Price Technically Acceptable (LPTA) basis for award. The RFQ number is N6328525QS132, and the solicitation was amended to extend the response due date to 03 September 2025, with a specific focus on brand names Hirsch and Bosch.
The amendment includes a detailed questions and answers section addressing technical specifications for the ESS installation, such as monitoring responsibilities, network provisions, cabling requirements, and hardware details. Key points include that FLETC will own and provide monitoring, network provisions will be made available, and cabling does not need to be fully concealed. Vendors are required to submit quotes with company information, point of contact details, and total pricing, with submissions to be sent via email to both Pravin Upadhyay and Judith M. Campbell at NCIS. The government intends to evaluate quotes without exchanges and will assess technical compliance on an acceptable/unacceptable basis.

52.212-2 ADDENDUM: EVALUATION--
COMMERCIAL ITEMS
EVALUATION: The Government intends to establish a single-award firm-fixed price (FFP) Purchase Order to satisfy this requirement to the vendor who is found to be responsive and provides an acceptable quote to the Government, by virtue of being deemed Lowest Price, Technically Acceptable (LPTA) on CLIN 0001-0002.
Vendors are to quote on all items. The vendor's quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government's need as described in the Schedule of Supplies. Quotes determined to have passed the technical capability requirements will then be evaluated for a fair and reasonable price determination. Quotes shall be evaluated for technical acceptability (only) on an acceptable/unacceptable basis.
The Government intends to evaluate quotes and award without exchanges with vendors. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with the vendor if the Contracting Officer later determines them to be necessary.
TECHNICAL: To ensure technical compliance, the Government will evaluate quotes as follows:
a. The quoter must clearly demonstrate that the quoted solution meets the solicitation requirements. A mere statement that the quoter will meet the Government's requirement is NOT sufficient.
The following ratings/definitions will be utilized for Technical Compliance:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation
Unacceptable Quote does not meet the requirement of the solicitation
PRICE: The price quote should avoid ambiguities of inclusion, exclusion, or content.
The Government will evaluate Quoter's quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the supplies/services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Estimate (IGE) along with any other relevant price analysis techniques deemed appropriate.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given evaluation, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements.
Normally, adequate price competition establishes a fair and reasonable price.
Completeness and Accuracy. The Government will review the pricing for completeness and accuracy. The quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.
