About this file

This document is a Brand Name Justification for the use of other than full and open competition for an Electronic Security System (ESS) by the Department of the Navy, Naval Criminal Investigative Service. The procurement requires a single ESS that includes Intrusion Detection System (IDS), Access Control System (ACS), and Closed-Circuit Television (CCTV) surveillance, specifically mandated to use equipment manufactured by Bosch (for IDS and CCTV) and Hirsch (for ACS). The justification is based on meeting HSPD-12 requirements and Department of Homeland Security (DHS) Personnel Access Control System modernization mandates, with the system needing to interface with the Federal Law Enforcement Training Center (FLETC) security dispatch center.

The document cites statutory authority under 10 U.S.C.3304(a)(1) for limiting competition, arguing that only Bosch and Hirsch can satisfy the agency's specific security equipment and technical specification requirements. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) procedures for soliciting from a single source, with the requirement falling between $10,000 and the Simplified Acquisition Threshold (SAT) of $250,000. The document includes manufacturer contact information for both Bosch (Farmington Hills, MI) and Hirsch (Santa Ana, CA and Arlington, VA), and includes a certification of the facts and representations by the technical cognizance and contracting officer.
