NAVAL CRIMINAL INVESTIGATIVE SERVICE (NCIS) – COMBINED

SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation #N63285-24-T-0018 for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation.

An Access Control System is needed to replace the existing system, which has been offline and unserviceable. Moving to a newer system allows for more security control for the building and those who work in it. The keycard system is used daily by the agents and staff of NCISRA Miramar, but also upper level management and other NCIS employees who might need to come NCISRA Miramar for mission critical events and investigations. This system is essential and without it, operations have ceased every time someone needs to come into the building. Additionally, it has caused concerns for building safety and security. Without a fully functional keycard system, not all employees have a way to get into the building, and therefore they must rely on the availability of other employees to gain access to the building. This has created disruptions in operational effectiveness.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, Effective May 22, 2024 and Defense Federal Regulation Supplement (DFARS) Change August 15, 2024. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses, which can be accessed, in full text at www.acquisition.gov.

Quoter that fails to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1, Instructions to Offerors or reject the terms and conditions of this solicitation shall be excluded from consideration.

FAR 52.212-2 ADDENDUM: EVALUATION – COMMERCIAL ITEMS

The award basis will be based on the quote being determined the Lowest Price Technically Acceptable.

The Government intends to award a single fixed-price purchase order to satisfy this requirement. The Government reserves the right to award no agreement at all, depending on the quality of offers submitted.

The Government intends to evaluate the quote and award without discussions with the vendor. The vendor should expect requests for clarification or additional information from the Government, as needed.

Award will be based on the initial evaluation of the quote received in response to the solicitation.

Therefore, the vendor is cautioned that their initial quote should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with the vendor if later determined by the Contracting Officer to be necessary. The Government may reject the quote if such action is in the public interest; and may waive informalities and minor irregularities in the quote received.

A written notice of award or acceptance of an offer mailed or otherwise furnished to the Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

STATEMENT OF WORK

1. The keycard system is the most secure way to enter NCISRA Miramar and has been inoperable for the last few months. Without it, the office has been severely disrupted. This loss of service has hindered many mission critical tasks which are indispensable to our continuing operations and investigations.

2. The keycard system is used daily by the agents and staff of NCISRA Miramar, but also upper level management and other NCIS employees who might need to come NCISRA Miramar for mission critial events and investigations.

This system is essential and without it, operations have must cease every time someone needs to come into the building. Additionally, it has caused concerns for building safety and security. Without a fully functional keycard system, not all employees have a way to get into the building, and therefore they must rely on the availability of other employees to gain access to the building. This has created disruptions in operational effectiveness. American Security Group was selected because they previously installed a security system at MWPE, and offered the system needed by the field office.

3. The system requires various components that are specialized to what Miramar needs, including the following:

Native IP-ready intelligent controller with an embedded reader interface module allows for control of two doors, support for up to 64 doors, 6 MB RAM, 4 Form-C relay outputs and 8 programmable inputs (supervised). Supports both IP/POE and RS 485 downstream devices. Dual Reader Interface Sub Controller Series 3B: 2 Readers, 8 Supervised Inputs, 6 Relay Outputs.
