Question 1.) Is this a prevailing wage Job?
Answer 1.) The Government will issue a firm fixed price contract, and will not get involved in vendor’s payment rates.
Question 2.) Can you please confirm if we need to provide the exact equipment on the SOW? (It was mentioned at the job walk that it was just a guide and not required)
Answer 2.) This requirement is not Brand Name specific.
Question 3.) Should we add the 5th door in our quote, or should it be an option?
Answer 3.) Quotes should follow the Statement of Work as it stands.
Question 4.) Should we add the replacement of the X09 on the interview room door in our quote, or should it be an option?
Answer 4.) Nothing should be added that is not in the Statement of Work.
Question 5.) Use CAC cards for access instead of a separate commercial proximity card.
Answer 5.) If there is a way to do it where it will not interfere with our CACs then yes. If this will be an additional charge to the quote then go with proximity.
Question 6.) While the spec calls for providing 4 readers to replace the readers at the existing 4 controlled doors, the use requested we add a reader and control to the Interview Front Entry Door, for a total of 5 doors.
Answer 6.) Nothing should be added that is not in the Statement of Work.
Question 7.) Add a second door intercom station at the side door. This will require additional wiring and an electric lock at that side door.
Answer 7.) Nothing should be added that is not in the Statement of Work.
Question 8.) The X09 lock at inner door to the Interview area needs to be replaced. The user has the lock but needs to have the old lock removed and the new government provided lock installed.
Answer 8.) Nothing should be added that is not in the Statement of Work.
Question 9.) While the SOW equipment list named specific products, the customer is open to alternate products that meet the intent and requirement of the application. Please confirm.

NAVAL CRIMINAL INVESTIGATIVE SERVICE (NCIS) – COMBINED
SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation #N63285-24-T-0018 for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation.
An Access Control System is needed to replace the existing system, which has been offline and unserviceable. Moving to a newer system allows for more security control for the building and those who work in it. The keycard system is used daily by the agents and staff of NCISRA Miramar, but also upper level management and other NCIS employees who might need to come NCISRA Miramar for mission critical events and investigations. This system is essential and without it, operations have ceased every time someone needs to come into the building. Additionally, it has caused concerns for building safety and security. Without a fully functional keycard system, not all employees have a way to get into the building, and therefore they must rely on the availability of other employees to gain access to the building. This has created disruptions in operational effectiveness.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05, Effective May 22, 2024 and Defense Federal Regulation Supplement (DFARS) Change August 15, 2024. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses, which can be accessed, in full text at www.acquisition.gov.

PLEASE PROVIDE THE FOLLOWING INFORMATION IN YOUR QUOTE:
Please submit the RFQ response via email to the Contract Specialists named above. Quote should be complete with company name, address, POC and email, CAGE Code, UEI number, TIN number and phone number, and pricing for each LINE ITEM listed above in the Schedule of Supplies/Services.
Quoter that fails to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1, Instructions to Offerors or reject the terms and conditions of this solicitation shall be excluded from consideration.
FAR 52.212-2 ADDENDUM: EVALUATION – COMMERCIAL ITEMS
The award basis will be based on the quote being determined the Lowest Price Technically Acceptable.
The Government intends to award a single fixed-price purchase order to satisfy this requirement. The Government reserves the right to award no agreement at all, depending on the quality of offers submitted.
The Government intends to evaluate the quote and award without discussions with the vendor. The vendor should expect requests for clarification or additional information from the Government, as needed.
Award will be based on the initial evaluation of the quote received in response to the solicitation.
Therefore, the vendor is cautioned that their initial quote should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with the vendor if later determined by the Contracting Officer to be necessary. The Government may reject the quote if such action is in the public interest; and may waive informalities and minor irregularities in the quote received.
A written notice of award or acceptance of an offer mailed or otherwise furnished to the Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
