About this file

The document is a Sources Sought Questions spreadsheet for a Naval Facilities Engineering Systems Command (NAVFAC Pacific) market research effort to identify potential suppliers of Ethernet switches for Naval Base Guam. The government is seeking 17 Cisco 4010-4S24P Ethernet switches for four substation SCADA systems, with specific technical requirements including rack-mountable form factor, redundant power supply, Layer 3 switching, and compatibility with existing ICS/FRCS networks.

The Q&A spreadsheet clarifies key technical specifications, including power supply (350W AC), power over Ethernet (not needed), protocol support (CDP, EIGRP), and software-defined access capabilities. The government prefers Cisco switches like the C9300-24T or 24S for climate-controlled areas and typically requests a 3-year DNA subscription. Responses are due by 19 November 2025 at 2:00 p.m. HST, with submissions to be sent electronically to Ms. Kory Ann Jury. This is a market research effort to determine if alternative sources can provide switches meeting the government's performance and approval requirements.

Questions and Answers
Question #QuestionGovernment Respose
1Do you need AC or DC power supply? how much PoE power budget do you need for this switch?350W AC for both primary and secondary power supply for the switch. No PoE needed.
2IE-4010-4S24P doesn't support stacking. The IE 9320 series has built in stack ports. What is the length of stack cable needed (0.5 , 1 meter)? How many do you need?No need to provide stack cable if a single switch can support the DDC

system at the substation. If stacking is required, the shortest length possible. Note: we typically use C9300-24T or 24S for climate controlled areas and would prefer that.

3You mentioned "Full compatibility with existing and future ICS/FRCS networks". What exact protocols do you need to supportMSTP/backnet/TCP/IP/CDP/EIGRP. CDP and EIGRP is needed to connect to the existing ICS/FRCS network; CDP is a Cisco proprietary protocol.
4You mentioned "Software-Defined Access compatible". Are you currently implementing DNA architecture? If yes how many years of DNA subscription do you need?We typically request for a 3 year license. Software-Defined Ex:

SDWAN/SDA/Cisco DNA architecture

5If no what do you mean by "Software-Defined Access compatible" needed for this switch?Device that can be automatically provision, segmented, and managed Software Defined Access fabric technologies.
6Do you need Cisco support? If yes how many years? What service level? Onsite or non-onsite?Our Cisco support is usually managed by HQ.
