About this file

This document is an Amendment (0002) to a federal solicitation for a design-build construction project in Thailand. The project involves constructing a Logistics Resupply Point (LRP) concrete pad and improving approximately 21 kilometers of access road at Bahn Di Lang Range, Lopburi, Thailand. The work includes grading, compaction, a compacted crushed gravel overlay to support heavy-wheeled vehicle traffic, and installing low-water crossing points with reinforced concrete slab fords.

The amendment provides responses to Pre-Proposal Inquiries (PPIs), revises the Statement of Work, updates the Bill of Quantities, and incorporates FAR Clause 52.217-7 for Option for Increased Quantity. The proposal submission remains due on July 22, 2025, at 11:00 AM Thailand Time. The project is being conducted by the Department of the Navy Naval Facilities Engineering Command, with a pre-proposal site visit scheduled for June 23, 2025. Offerors must use four-wheel drive vehicles or off-road motorcycles to access the site, and the estimated travel time is approximately three hours.

Refer to the Government response provided under

Question No. 6 for similar direction and applicability.

13 There appear to be 15 additional water flow paths that are not indicated in the original design.

How should these be addressed or incorporated into the plan?

This RFP does not include an original design or construction drawings for the low-water crossings, only a concept site layout of the access road, which is for information only, and minimum design and construction requirements. The number of low-water crossings is fourteen for CLIN 0002 and two for CLIN

the intent is to minimize erosion. Vegetation shall be cleared around all structures to a distance of five meters. The contractor shall submit a site clearance plan for COR approval before removing trees.

e. The Contractor is required to retain a Geotechnical Engineer experienced and licensed in the geographic region of the project to develop geotechnical requirements to support design and construction. The Contractor's Geotechnical Engineer must perform subsurface investigation/testing as required to adequately determine all applicable geotechnical factors related to type and capacity of the project foundations which are provided by the contractor DOR's.

Change from:

e. Drainage: Include adequate roadside drainage ditches or culverts to manage stormwater and prevent erosion or waterlogging, during rainfall.

e. Drainage: Provide roadside drainage ditches along the high side of the access road to collect and convey stormwater to reinforced concrete culverts and low-water crossings. Where warranted by site conditions, include localized ditching or outfall structures on the low side. The DOR shall determine the final location, length, and dimensions of ditches and culverts based on site-specific hydrologic analysis.

f. Shoulders: Construct shoulders on both sides of the road with a minimum width of 1.0 m each side to improve road edge stability and prevent edge deterioration. The DOR shall determine the final width, material, and construction method for shoulders based on site conditions and traffic requirements.

g. Alignment adjustments: The DOR may propose adjustments to the access road alignment to improve constructability, drainage, or reduce environmental impacts. Any proposed adjustments shall be submitted for Government review and approval prior to implementation.

h. Slope and grading: Design longitudinal and cross slopes to promote surface drainage and prevent ponding on the road.

i. Subgrade preparation: The DOR shall assess existing subgrade conditions and design measures (e.g., compaction or stabilization) to ensure the road supports heavy vehicle traffic without excessive rutting or settlement. Perform California Bearing Ratio (CBR) testing on in-situ subgrade and imported fill materials used in road construction, in accordance with the relevant codes and standards in Section 2.1, applying the most stringent requirements. Submit CBR results to the COR for review and acceptance. If subgrade strength is found to be insufficient, propose and implement soil improvement measures for Government review and acceptance.

j. Backfill and imported fill: Supply and place backfill and imported fill material as required to achieve the design subgrade, shoulders, and embankments (if required by the DOR). All fill material shall meet quality requirements specified by the DOR and be placed and compacted in accordance with applicable standards to support heavy vehicle traffic.

k. Erosion protection: Implement erosion control measures at critical locations, such as embankments, cut slopes, and drainage outfalls, as determined by site-specific conditions.

l. Transition at KM 0: Construct a tie-in to the existing road at KM 0 with grading, widening, and drainage adjustments to accommodate the design traffic loads.

1. Allow water passage during normal and high-flow conditions.

2. Divert water collected from side ditches along the uphill (high) side of the road to the low side, maintaining effective cross drainage.

3. Use culverts with a minimum internal diameter of 600 mm, or as determined by site-specific hydrologic analysis.

4. Estimated total combined length of culverts: 300 meters (for pricing purposes). The final culvert locations, lengths, and sizes shall be determined by the DOR during design development.
