About this file

This Sources Sought Notice is for Elevator Control Systems for construction projects supporting the Marine Corps' Defense Policy Review Initiative (DPRI) Guam Program. The Naval Facilities Engineering Systems Command Pacific (NAVFAC PAC) is seeking to authorize the inclusion of a single manufacturer's Elevator Control Systems for hydraulic and traction elevators across 6 construction projects/buildings on Marine Corps Base Camp Blaz, Naval Base Guam, and Andersen Air Force Base from Fiscal Year 2026 to 2031.

Specifically, the government is preliminarily targeting Elevator Control Corporation's Pixel Traction Control (for traction elevators) and Pixel Hydraulic Control (for hydraulic elevators). The proposed procurement aims to achieve cost efficiencies through uniform control systems, including lower cybersecurity, training, maintenance, and spare parts costs. Interested manufacturers must demonstrate their elevator control systems can meet detailed technical specifications, including compatibility with various elevator types, non-networked controllers, uniform user interfaces, and comprehensive diagnostic capabilities. Responses must be submitted via email to Erik Torngren by September 8, 2025 at 2:00 p.m. H.S.T.

SOURCES SOUGHT NOTICE

ELEVATOR CONTROL SYSTEM

Please read this Sources Sought Notice in its entirety.

The Naval Facilities Engineering Systems Command Pacific (NAVFAC PAC) Architect-Engineer (A-E) Contracts Branch is working on a Class Justification and Approval (J&A) that would authorize the inclusion of a single manufacturer’s Elevator Control Systems for hydraulic and traction elevators in on-going construction projects and future construction project solicitations on a brand-name basis under the authority of 10 U.S.C. 3204(a)(1) and (b)(B)(i) and (ii), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.

To elaborate, the Government does not intend to acquire Elevator Control Systems directly through stand-alone solicitations for Elevator Control Systems only. Instead, the requirement for Elevator Control Systems will be incorporated under contract modifications for on-going construction projects or incorporated into future solicitations for new construction projects.

The authority to act under the proposed Class J&A would be limited to a single manufacturer’s Elevator Control Systems required for projects in support of the Marine Corps’ Defense Policy Review Initiative (DPRI) Guam Program. Primary location of projects will be on Marine Corps Base Camp Blaz (MCBCB), Naval Base Guam (NBG), and Andersen Air Force Base (AAFB). It is anticipated that the proposed Class J&A will apply to 6 construction projects/buildings for approximately 1 traction type elevators and 5 hydraulic type elevators from Fiscal Year (FY) 2026 to 2031.

Based on preliminary Government market research, the Class J&A would specify the following Elevator Control Systems which are both manufactured by Elevator Control Corporation, a Vantage Company:

Pixel Traction Control for all traction type elevators Pixel Hydraulic Control for all hydraulic type elevators

The following was found to be sufficient preliminary rationale to permit other than full and open competition under the authority of 10 U.S.C. 3204(a)(1) and (b)(B)(i) and (ii), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.

Use of the Pixel Traction Control and Pixel Hydraulic Control for the 6 construction projects/buildings in Guam allows for a single manufacturer’s uniform Elevator Control Systems rather than multiple manufacturers which would provide the following benefits to the Government:

o Lower operation and maintenance costs associated with cybersecurity. The Government has determined that these Elevator Control Systems have an “intermediate” accreditation boundary since it does not need to connect to an IP network and all Elevator Controllers will have exactly the same Elevator Controller User Interface System, Elevator Controller User Interface System Software, and HMI System software in order to perform its required functions. This inherently eliminates initial costs for establishing additional ATO(s) and eliminates additional annual ATO sustainment costs associated with the use of multiple Elevator Control Systems by other manufacturers.

The Pixel Traction Control and Pixel Hydraulic

Control are one of the known Elevator Control Systems that does not need to connect to an IP network and all Elevator Controllers will have exactly the same Elevator Controller User Interface System, Elevator Controller User Interface System Software and HMI System Software in order to perform its required functions.

o Reduces costs associated with training personnel to operate and maintain the system since all elevator control systems will be from the same manufacturer negating the need for elevator technicians to attend multiple training sessions.

o Reduces costs and wastes associated with procuring and maintaining an inventory of multiple manufacturers’ spare products. Instead, spares from a single manufacturer would be used across all elevators under the DPRI program.

The Government may consider other Elevator Control Systems in lieu of the Pixel Traction Control and Pixel Hydraulic Control if it can be demonstrated to meet the following minimum salient characteristics:

1. Elevator Control Systems: The Elevator Control Systems for both traction and hydraulic elevators shall:

1.1. Have the capability of controlling electric traction

and hydraulic passenger elevators, regardless of the elevator manufacturer (i.e. non-proprietary Elevator Control Systems) with the following design parameters:

stretcher 24-inch by 84-inch with not less than 5-inch radius corners, in the open, horizontal position.

1.1.1.2. Type: Gearless

1.1.1.3. Rate Load: Up to 5000 lbs.

1.1.1.4. Rated Speed: 350 fpm.
