Amendment 0003 - N62742246716 Attachment 01- Answers to Pre-Proposal Inquiries
No. Reference (Part/Sec/Para/Page) QUESTION GOVERNMENT RESPONSE
001 Part 3/Section 1/Paragraph 4/Page 1 of 11 In order to keep runoff from flooding and running over the runway or taxiway, the stormwater drainage system must be developed in accordance with UFC 3- 201-01. To ensure positive drainage, the unpaved shouldering slope of the taxiway must be enhanced. In this instance, the installation of the storm drainage system will have an impact on the existing taxiway lighting systems that are now in place on the unpaved shoulder. Will the contractor be responsible of replacing the current lighting systems on the taxiway?
Given that a separate contract is underway for the paving of the taxiway shoulders.
The contractor will not be responsible for the replacement of the existing taxiway lighting systems unless the lighting systems are directly damaged by the contractor's operations. The contractor will be responsible for protecting existing lighting systems during construction activities and for restoring them to their original condition or better, unless otherwise directed by the Contracting Officer.
Installation of a storm drainage system is not a requirement.
Per RFP Part 3, Sec 1, para. 6: The project elements listed above must not damage the existing airfield utilities already in place.
Part 3, Sec 1, para 3, has been revised to read:
Stormwater management measures shall be designed per UFC 3- 201-01 to prevent stormwater from flooding and flowing over the runway and causing hydroplaning conditions. Correct localized drainage issues and improve pavement grades for positive drainage. To prevent pavement damage, the finished pavement grades and cross-slope shall be improved to accommodate a minimum flow rate of 0.8 cubic meters per second (or 28 cubic feet per second) within each internal area.

The current condition of taxiways Delta-Echo (TW D-E) and Charlie-Echo (TW C-E) TW D-E was observed as being rutted with longitudinal cracks, unpaved shoulders, nearby adjacent overgrown vegetation, a lack of storm drain systems, and inoperable taxiway lighting systems which could cause significant issues during operations at the airfield. Existing taxiways have a full width of approximately 14.6 m [48 ft] to 15m [49 ft] with no paved shoulders. Paving of taxiways shoulders is underway via a separate contract. See Part 6 Attachment 10 for approximate locations and existing pavement surface conditions. As-built drawings for these taxiways are not available.
Width of taxiways = 14.6 m to 15 m
Length of TW D-E = approximately 1,140 m
Length of TW C-E = approximately 1,100 m Existing taxiway edge lights approximately 3 m [10 ft] from the taxiway edge; see Part 6
Attachment 3 for layout and approximate location.
The airfield's current stormwater runoff system is ineffective, causing water to flow over the runway and taxiway surfaces, leading to further deterioration. Additionally, the edge of the taxiway pavement and shoulders are breaking away, with block cracks and vegetation growing in the cracks.
