The solicitation states "All firms shall submit small business subcontracting information associated with each project cited under Criterion 1, Specialized Experience, in the format provided in Attachment C, Small Business Subcontracting Record." Attachment C, Small Business Subcontracting Record, provides fields for three (3) "Contract Number/Title" subcontracting information sets; however, the criteria cited under Criterion 1 is to provide a minimum of five (5) projects.
