18 Should Offerors mark “N/A” in Attachment B Goal Percentages box if the project was a task order and had no task level goals? If not, please advise how you’d like us to address this requirement when no goals were set.
Yes, Offerors may mark "N/A" in Attachment B Goal Percentages box if the project was a task order that had no task level goals.

If projects in Section F contain more than one task order from the same IDIQ contract, offerors may submit one ISR for the overall IDIQ contract.
20 If the Offeror served as DOR on a D‐B project in Section F, and did not have lower tiered subconsultants, would NAVFAC allow Offerors to submit ISRs on other contracts or provide a narrative to further demonstrate past performance in small business utilization?
If not, will NAVFAC provide directions to address this requirement and/or confirm how Offerors will be rated in this scenario?
Regarding ISR submissions, firms shall follow the requirements set forth in Selection Criterion (7) of this announcement. As stated in Selection Criterion (7), "Firms representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each project cited under the Criterion 1 – Firm’s Specialized Relevant Experience Factor if a small business subcontracting plan was required by the contract. If such projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports if required by the contracts. When not specifically addressed in the ISR or similar report, firms shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans. "

As indicated under Selection Criterion (7), "The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value." The 20% overall small business participation rate includes the following types of small business entities: Small Business, Small Disadvantaged Business, HUBZone Small Business, Women‐Owned Small Business, and Service Disabled Veteran‐Owned Small Business. Of the 20% overall small business participation rate for this acquisition, NAVFAC Pacific provides the following subcontracting targets for FY21 and beyond: Small Business ‐ 40%, Small Disadvantaged Business ‐ 5%, HUBZone Small Business ‐ 3%, Women‐Owned Small Business ‐ 9%, and Service Disabled Veteran‐Owned Small Business ‐ 3%.

As indicated under Selection Criterion (7), "The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value."
23 Should Offerors demonstrate how they plan to meet only the small business goal, or should they apply the NAVFAC FY21 targets to this contract and provide the plan for meeting the sub‐categories, such as SDB, WOSB, HUBZone, and SDVOSB?
