Halona Valley, Lualualei Arthropod Surveys EPR 6829714R25 Joint Base Pearl Harbor Hickam, Lualualei Annex, Oahu, Hawaii NAVFAC Hawaii, EV2 Natural Resources
STATEMENT OF WORK
25 JUN 2018
Background The most recent comprehensive arthropod surveys in Lualualei Valley (1995/96) estimated that about 21% of insects present in Lualualei were endemic to Hawaii (occur nowhere else but in the Hawaiian Islands). Of all the sub‐districts in Lualualei surveyed, Halona Valley (Enclosure 1) had the most native and endemic insects. Some of the insects which have been historically present in Halona Valley are federally listed Threatened or Endangered, are proposed for listing as Threatened or Endangered, or are candidates for proposal to be listed as Threatened or Endangered. These include Hawaiian picture wing flies (Drosophila species) and Hawaiian yellow faced bees (Hylaeus species). There is also a beetle species, Welch’s weevil Rhyncogonus welchii, which has only been found in Lualualei and is not known to be present anywhere else.
This project supports the mission of JBPHH by providing critical survey data to support the NEPA process for actions by the base or tenant commands that may affect protected arthropod species known to be present in the area. Surveys for these species are also required in order to plan conservation actions for inclusion into the JBPHH INRMP which is required by the Sikes Act. Implementation of conservation measures for these species may preclude listing under the Endangered Species Act and thereby reduce legal constraints on the mission of JBPHH in Lualualei Valley. For species already listed, implementation of conservation measures in the JBPHH may preclude designation of critical habitat which also has the potential to constrain the Navy mission in Lualualei.
In 2015, surveys for Hylaeus sp., Drosophila sp., and Rhyncogonus sp. were conducted within the fenced Sapindus grove in the back (Southeast) portion of Halona Valley. In 2016 identical surveys were completed in the same general area, but in a Sapindus grove on the south side of the valley. Additionally, in 2017 surveys were done in the Sapindus grove furthest south in Halona Valley. The current scope of work is for identical surveys to be completed in large in-tact Sapindus grove in gulch higher up than previous surveys on the south side of the valley. This survey will complete work in most of the larger Sapindus groves West of the fenced area.
Option Years This contract includes 2 options (Option Year 1: FY19 and Option Year 2: FY20) to be awarded following completion of the base year (FY18) and pending availability of funds. Objectives, methods, deliverables, duration, and overall geographic area will be the same, (i.e. options years will only be for additional sites, approximately the same size and type of habitat, within Halona Valley).
Objectives
· Perform surveys for Hawaiian yellow face bees, Hawaii picture wing flies, and Welch’s weevil in a Sapindus grove higher up in the Valley, approximately southeast from the 2016 survey area, in the back of gulch.
· Surveys include insect identification to the lowest practical taxonomic level. Objective is to construct/update a database of all insects caught/observed and prepare a final report of the surveys, to include a description of any notable findings and/or recommendations.
Tasks/Requirements:
a) Repeat surveys from 2015- 2017 to determine the presence/absence of candidate species of Hawaiian yellow faced bees, endangered Hawaiian picture winged flies, and Welch’s weevil in a different area of Halona Valley.
b) Provide ethyl alcohol for used in preserving insect specimens collected in surveys. NAVFAC Hawaii will provide all other survey supplies and materials (vials, trapping materials, nets, etc.) except for expendable supplies required by the contractor (e.g. personal field gear).
c) Perform field survey work with NAVFAC Hawaii staff. Surveys are anticipated to consist of four, two-day periods with each period totaling about 20 hours of work (two 10-hour days each).
d) Identify specimens of target groups (Hylaeus, Drosophila, Rhyncogonus) and secondarily identify specimens of related species and by-catch to the lowest practical taxonomic level as time and resources will allow. Enter data on species caught into existing insect database for Lualualei.
e) Prepare a final report of surveys conducted.
Deliverables
a) Database of insects collected in Lualualei as part of the current survey and insects collected in Lualualei in previous surveys.
Project Timeline by Tasks Total period of performance: Project award estimated by 30 Jun 2018; begin within month after project award (est 7/15/18); and end one year from project award (est 7/15/19).
