About this file
This is a Performance Work Statement (PWS) for pilotage services in Okinawa, Japan, dated 25 September 2026.
The Contractor shall provide licensed marine pilots to support United States Navy vessels (USS), U.S. Navy ships (USNS), and other vessels operating in Kin-Nakagusuku Bay (including White Beach) and Naha Port, Okinawa. All pilots must hold valid licenses issued by the Government of Japan Ministry of Land, Infrastructure, Transport and Tourism under Japan's Marine Pilot Law (Low No. 121). Services include vessel entry, departure, and shifting operations, with pilots acting as advisors to vessel Masters on navigation, maneuvering, and docking procedures while ensuring compliance with International Maritime Organization (IMO) standards and local, national, and international regulations. The Contractor must maintain 24/7 availability of qualified pilots and provide suitable pilot boats (or tugboats as applicable) with qualified operators for pilot embarkation/disembarkation. The Contractor shall provide written pilotage reports within 24 hours of each operation, immediately report incidents or near misses, and furnish monthly activity summaries.
The contract period runs from 1 January 2027 through 31 December 2027, with a 6-month option to extend. Services are required seven days a week, 24 hours daily, including U.S. Federal and Japanese holidays, with the Ordering Officer providing eight hours' notice when practicable except in emergencies. Daytime rates apply between one hour after sunrise and one hour before sunset (Japan Standard Time); nighttime rates apply outside these hours, with sunrise/sunset data from the National Astronomical Observatory of Japan. The Government pays waiting charges at 10 percent of applicable rates for delays exceeding 30 minutes, billed in 30-minute increments, and standard or nighttime cancellation charges of 50 percent of the unit price if cancellation notice is received within four hours of the scheduled pilot on board or estimated arrival/departure time. All payments are made in Japanese Yen. Contract Line Item Numbers (CLINs) are structured by vessel type, displacement tonnage, and draft for both Commander Fleet Activities Okinawa (CFAO) vessels (LHA/LHD through SSN types) and Military Sealift Command (MSC) vessels (T-AO through T-ARS types). For unlisted vessels, the Ordering Officer selects the CLIN whose tonnage and draft do not exceed the vessel's specifications and most closely match her characteristics.
