1. OBJECTIVE

The objecƟve of this contract is to obtain professional contractor support services to maintain all 1st level Satellite Low-Noise Blocks (LNBs), 2nd level components (amplifiers and fiber nodes), 3rd level components (pedestal boxes), and 4th level components (CATV spliƩers and headend decoders) within the Sembawang facility. Maintenance includes rouƟne preventaƟve tesƟng, calibraƟon, signal opƟmizaƟon, emergency outage restoraƟon, and repair/replacement of specified digital CATV equipment to ensure conƟnuous, high-integrity television distribuƟon.

2. BACKGROUND & PERFORMANCE STANDARDS

The contractor shall perform preventaƟve maintenance, calibraƟon, and tuning of all digital CATV distribuƟon infrastructure across Sembawang grounds. The system distributes four (4) American Forces

Network (AFN) channels, four (4) Free-to-Air (FTA) internaƟonal news channels, and three (3) local channels, received via two (2) dedicated satellite dishes and one (1) terrestrial over-the-air antenna array. System performance must be maintained to commercial digital broadcast standards, meeƟng the following mandatory quanƟtaƟve thresholds at every receiver/decoder drop:

RF Signal Power: Digital RF signal power level at decoder input must be maintained between -5 dBmV and +10 dBmV (nominal target: 0 dBmV).

Modula on Error Ra o (MER): ModulaƟon Error RaƟo (MER) must be maintained above 32 dB across all 64/256-QAM and COFDM digital channels.

Bit Error Rate (BER): Post-Forward Error CorrecƟon (Post-FEC) Bit Error Rate (BER) must remain below 1.0 10 .

Physical & Environmental Standards: Inspect physical RF/opƟcal connecƟons, replace deteriorated weatherproofing boots/silicone tape on exposed fiƫngs, verify grounding/bonding, and realign dishes/antennas to ensure conƟnuous signal integrity.
