Summary of Solicitation N6264926QM008
This is a Request for Quote (RFQ) issued by the U.S. Navy (NAVSUP FLCY) for maintenance and operational support of a satellite-enabled CATV distribution system located in Singapore. The solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with a NAICS code of 517410 and firm fixed-price pricing. The solicitation was issued on September 15, 2026, with an offer due date of September 24, 2026, at 11:00 AM Singapore Standard Time.
The contract requires ongoing maintenance and operational support for the existing CATV system to maintain service availability and signal integrity of Government-owned satellite infrastructure. The work encompasses four infrastructure tiers: (1) antenna and LNB maintenance including azimuth/elevation realignment and structural checks; (2) amplifier and optical node testing and calibration across 17 amplifiers and 4 optical nodes; (3) pedestal box and TAP servicing across 53 units with insertion loss testing and grounding verification; and (4) decoder and distribution channel alignment for AFN, FTA, and terrestrial channels. The contractor must provide detailed Standard Operating Procedures, calibrated test equipment, 24/7/365 emergency response with guaranteed four-hour on-site response time for up to 20 outages per performance period, and preventative maintenance inspection reports. The basic contract period runs from September 28, 2026, to September 27, 2027, with four one-year option periods extending through September 27, 2031. An optional pre-proposal site visit is scheduled for September 21, 2026, at 9:00 AM Singapore Standard Time, requiring advance registration with identification details. Technical proposals are evaluated on a pass/fail basis for acceptability, with award determined on a price and past performance tradeoff basis if the contracting officer identifies relevant past performance concerns with the lowest-priced offer.

Evaluation - Commercial Products and Commercial Services
FAR Clauses Incorporated by Full Text
52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Tailored)
(Feb 2026)
Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
The evaluation process will consist of two primary phases.
Technical Acceptability Review: Quotes will first be evaluated on a pass/fail basis under Technical Approach & Maintenance Plan. Only those quotes rated as "Technically Acceptable" will be eligible to proceed to the price and past performance evaluation.
Price & Past Performance Evaluation, subject to the past performance trade-off provision detailed below.
FACTOR 1: TECHNICAL APPROACH & MAINTENANCE PLAN
The Government will evaluate the offeror's technical proposal to determine if it clearly demonstrates a comprehensive, feasible, and compliant approach to meeting all requirements of the Statement of Work (SOW).
Failure to clearly demonstrate technical compliance with all requirements specified in the solicitation will render the proposal incomplete. Incomplete proposals will be disqualified and excluded from further consideration.
Technical proposals will be rated as either Acceptable or Unacceptable using the following criteria:
Adjectival Rating
Description
Acceptable The proposal clearly meets the minimum requirements of the solicitation, presents a feasible operational approach for all four infrastructure tiers, confirms calibrated test equipment capabilities, and poses a low risk of unsuccessful contract performance, Unacceptable The proposal fails to meet the minimum requirements of the solicitation; lacks sufficient detail or descriptive literature; takes exception to solicitation terms; or poses an unacceptable risk of unsuccessful contract performance.
FACTOR 2: PAST PERFORMACE & PRICE (TRADEOFF)
The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price/past performance tradeoff, and award to other than the lowest price quote/offer.
(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the Options (if applicable) basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in Notice of award the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
