Performance Work Statement
For

Period of Performance: 23 March 2026 – 22 March 2027
SECTION I: DESCRIPTION OF SERVICES
1.0 General
The contractor shall provide portable toilets, and hand washing stations for personnel during range operations and field exercises where permanent facilities are unavailable. The contractor will, without any additional expense to the U.S. Government, obtain necessary licenses and permits applicable to execute this Performance Work Statement (PWS).
1.1. Introduction and Background. Marine Corps Base (MCB) Camp Blaz was administratively activated on 1 October 2020 making it the first newly constructed Marine Corps installation since 1952. The installation serves as a strategic logistics hub positioned to bolster regional security and stability in the Indo-Pacific region. Camp Blaz plays a critical role in the Department of Defense’s ability to deter aggression and defend US interests and stands as a testament to the strength of the US-Japan alliance.
Camp Blaz provides forward-stationed capabilities and operational flexibility to the United States Marine Corps (USMC). The installation functions as a critical node for generating combat power and sustaining the Fleet Marine Force. As a force multiplier for the US-Japan alliance and the broader region, Camp Blaz supports efforts to ensure a free and open Indo-Pacific.
Approximately 1,000 Marines are projected to come to Guam for deployments, training exercises, and other training events in the coming years. One of the main training areas on Guam, will be the entire range training complex.
As Camp Blaz approaches full operational capability to accommodate Marines, the installation’s training ranges and training areas (RTA) require additional support infrastructure. Currently, designated RTAs are not equipped with permanent toile facilities or handwashing stations necessary to support service members conducting field training exercises.
To ensure mission readiness, health and sanitation compliance during these training operations, the Government requires contractor support to provide portable toilets and handwashing stations at locations specified in the Performance Work Statement.
1.2. Scope of Work and Objective. The objective of this requirement is to provide safe, sanitary, and reliable portable sanitation services in support of training operations at MCB Cam Blaz, Guam.

• Maintain sanitation standards that support force health protection, operational readiness, and environmental compliance
• Provide properly secured and stabilized units capable of withstanding local environmental conditions, including high wind events.
• Deliver consistent servicing and supply replenishment to prevent service interruptions during training operations.
The scope of this effort includes:
• Delivery and placement of twenty-three (23) standard portable toilets and eight (8) portable handwashing stations.
• Proper anchoring and securing of all units to prevent tipping over during high wind conditions.

• Pumping, cleaning, sanitizing, and deodorizing of waste tanks.
• Replenishment of toilet paper, hand soap, paper towels (if applicable), and water to ensure fully functionality at all times.
