About this file
This is a Statement of Work (SOW) for the procurement of critical overhaul packages and technical components for two boom reel engines operated by CFAO Port Operations White Beach in Okinawa, Japan. The requirement specifies ELASTEC D9 Hydraulic Power Units (PowerPack) as direct replacements for existing equipment to maintain the command's primary oil spill response assets. Each unit features a 9 horsepower air-cooled, single-cylinder Yanmar diesel engine with dual start capability (12-volt electric and recoil manual), a heavy-duty steel open-style frame with 360-degree protection, and an integrated hydraulic system with built-in reservoir, oil level and temperature gauges, and heavy-duty filtration. The units are designed for portability and can be skid-mounted, integrated onto boom reel trailers, or deployed on utility vessels. An upgrade to stainless steel frames is available for enhanced marine corrosion resistance. The delivery location is CFAO Port Operation White Beach, Building 1100, Katsuren Heshikiya, Uruma City, Okinawa 904-2314, Japan, with a requested delivery date of one month after award. The procurement is being conducted by the Department of the Navy Naval Supply Systems Command as a Request for Quotations (RFQ) under FAR Part 12 commercial item procedures, with quotations due by 10:00 AM JST on 16 September 2026 and submission directed to Miho Uehara at miho.uehara.ln@us.navy.mil. Award will be made as a single firm-fixed-price purchase order to a SAM.gov-registered offeror, with desired delivery by 30 September 2026.

REQUIREMENTS
< CFAO Port Operations White Beach > Requires critical overhaul packages and technical components for existing two boom reel engines to restore the command's primary oil spill response assets to peak operational readiness. These engines power our primary harbor containment systems, and because CFAO currently operates with zero spare engines, any mechanical failure immediately eliminates our capability to respond to a maritime environmental emergency.
DELIVERY LOCATION
CFAO Port Operation White Beach, Bldg# 1100, Katsuren Heshikiya, Uruma City, Okinawa 904-2314
Requested by date: 1 month after award.
SPECIFICATIONS
