About this file

This document is a Technical & Administrative Questions and Answers (Q&A) amendment to RFQ N6264926QB082, issued by the U.S. Navy on September 2, 2026.

The solicitation concerns the procurement of Fire Hose Manifold assemblies with specific technical and compliance requirements. Key product specifications clarified in the Q&A include: all manifold materials must be designated as Stainless Steel (SUS316), replacing earlier references to Cu-Ni 90-10 or Cu-Ni 70-30; only the Type-A manifold configuration is required, with Type-B included for reference only; only the 90-degree hose connection configuration is required; the required hose connection configuration consists of a 2-1/2-inch 90-degree main elbow with a 3/4-14 NPT nipple; specific tolerances shown in drawings and JIS B 0405 Class C take precedence over the general ±5% tolerance stated in the solicitation; exterior red paint is required with no specific color or coating system beyond this requirement; and penetrant and hydrostatic testing reports need not be submitted with delivered products. Regarding compliance and authorization, offerors must demonstrate authorization to operate and conduct business in Japan in accordance with DFARS 252.225-7042, with acceptable documentation including Japanese branch registration, local business licenses, or established formal agreements with authorized Japanese entities capable of handling in-country fulfillment. U.S. prime contractors utilizing foreign manufacturers are not inherently precluded from competing but remain solely responsible for lawful importation, customs clearance, and delivery. Quotations must be submitted electronically to janice.o.arrieta.ln@us.navy.mil prior to the closing deadline of September 10, 2026, at 11:00 AM Japan Standard Time (JST).

RFQ N6264926QB082 AMENDMENT 0001 Date: 2 September 2026

Technical & Administrative Questions (Q) and Answers (A)

Q1. CLIN 0002 Material Requirement:

The CLIN description specifies Stainless Steel (SUS316). However, the Fire Hose Manifold drawings, including drawings C951KKFY18009-3 through C951KKFY18009-9, specify Cu-Ni 90-10 (C7060) or Cu-Ni 70-30 (C7150).

Please confirm which material requirement governs the Type-A manifold.

A1. The materials for the manifolds are designated as Cu-Ni 90-10 (C7060) or Cu-Ni 70-30 (C7150) however we would like to change this to stainless steel (SUS316). Sorry for the inconvenience.

Q2. Manifold Type:

CLIN 0002 requires the Type-A Fire Hose Manifold, while Attachment (2) also includes the Type-B assembly drawing. Please confirm that the Type-B configuration is reference-only and is not required under this solicitation.

A2. Type-B is only for reference and is not a part of the requirement for this procurement.

Q3. Hose Connection Configuration:

CLIN 0001 requires the 90-degree hose connection, while Attachment (1) also contains a 45-degree hose connection drawing. Please confirm that only the 90-degree configuration is required.

A3. Same as above, only the 90 degree one is required for this procurement.

Q4. DFARS 252.225-7042 – Authorization to Perform:

For a U.S.-based prime contractor located outside Japan, please clarify what documentation the Government will accept as demonstrating that the offeror is duly authorized to operate and do business in Japan. Specifically, please advise whether Japanese incorporation/branch registration is required or whether another form of authorization is acceptable.

A4. In accordance with DFARS 252.225-7042, the offeror represents that it is duly authorized to operate and conduct business in the country or countries where contract performance will occur, including Japan. Offerors that are U.S. or other non-Japanese entities must ensure they possess any authorizations required under applicable Japanese laws and regulations to perform and deliver in Japan. Depending on the nature of the proposed performance, supporting documentation may include Japanese branch registration, local business licenses, or other evidence of authorization to conduct business in Japan. The offeror is responsible for determining and complying with all applicable Japanese registration, licensing, and other legal requirements necessary to perform the contract.

Q5. Quote Submission:

Please confirm the required method and recipient for final quotation submission and whether the September 10, 2026, 11:00 AM “local time” deadline shown in Block 8 refers to Japan Standard Time (JST).

A5. Deadline & Timezone: Confirmed. The closing date of 10 September 2026, at 11:00 AM local time refers strictly to Japan Standard Time (JST). Submission Method: Quotations must be submitted electronically via email to janice.o.arrieta.ln@us.navy.mil prior to the closing deadline.

Q6. CLIN 0002 identifies the Fire Hose Manifold material as Stainless Steel SUS316. However, the drawings specify Cu-Ni 90-10 (C7060) or Cu-Ni 70-30 (C7150), along with welding requirements applicable to Cu-Ni. Please confirm which material requirement governs. If SUS316 is required, please confirm whether the Cu-Ni material and welding references in the drawings are superseded.

A6. Please make sure all material will be designated as SUS316.

Q7. In the Hose Connection drawing material list, Item 2 is identified as the nipple but lists an NPS 2-1/2-inch dimension, while Item 3 is identified as the elbow but lists an NPS 3/4-inch dimension. Please confirm that the

N6264926QB082

required configuration is a 2-1/2-inch 90-degree main elbow with a 3/4-14 NPT nipple, as indicated by the solicitation description and assembly drawing.

A7. The information were inaccurately listed. The nipple size is 3/4” and elbow is 2-1/2”. Sorry for the inconvenience.

Q8. Please confirm whether the specific tolerances shown in the drawings and JIS B 0405 Class C take precedence over the general ±5% tolerance stated in the solicitation.

A8. Yes, that is correct.

Q9. For the Fire Hose Manifold, is any specific red paint color or coating system required beyond the instruction to paint the exterior red?

A9. There is no required specific coloring other than the red paint.

Q10. Please confirm whether the penetrant testing and hydrostatic testing reports must be submitted with the delivered products.
