SPECIFICATION

Identification:

The chemical products, Sodium Hydroxide (NaOH) and Hydrochloric Acid (HCl) supplied under this contract shall conform to Japanese Industrial Standards (JIS) JIS-K-1203, Grade 3 and JIS-K-1310, Grade 2, respectively.

Scope of Work:

The Naval Facilities Engineering Systems Command (NAVFAC) Far East (FE) Yokosuka Boiler Plant, Building A-43, has two boilers that require regeneration of the cationic and anionic resins in their mixed-bed demineralizers. This requires NaOH 25% liquid and HCl 35% liquid. A co-generator at NAVFAC FE Yokosuka Building 3030 also requires HCl 35% liquid. The Contractor shall deliver the NaOH and HCl by tank lorry or tank truck to Building A-43 and Building 3030 and transfer them into the designated storage tanks.

The connection size for replenishment on each tank is 2 inches.

Required Delivery Dates:

The Government will designate separate delivery dates within the delivery month period. The Contractor shall make 1 delivery on each designated date. The Government reserves the right to adjust these delivery dates, providing the Contractor with at least 7 business days' advance notice.

Transportation and Transfer of Supplies:

The chemical products supplied under this contract are classified as poisons under the "Poisonous Substance Act" and the "Pharmaceutical Law" including their enforcement regulations in Japan. In accordance with these regulations, the chemical products shall be delivered by a tank lorry or tank truck sufficiently equipped and clearly marked for transporting the poisonous chemicals. The operators shall wear appropriate protective clothing and/or equipment such as respirator, face shield, rubber gloves, rubber boots and apron while transferring the chemical products into the storage tanks. The operators shall not leave the work site when the transfer is being made. In addition, the contractor/operators shall be responsible with the safety precautions, hazards, characteristics and spill response procedures for the chemical products furnished under this contract. The Contractor is required to submit a Material Safety Data Sheet (MSDS) in English for each supplied under this contact, in accordance with the contact clause entitled "FAR 52.223-3 Hazardous Material Identification and Material Safety Data (Feb 2021)."

Waiver:

FLCY Hazmin Center (Code 420) has granted a waiver for the purchase and delivery of these particular Brand Name Products.

However, it is Contracting Officer's responsibility, prior to the award, to obtain the renewal written waiver from FLCY Hazmin Center, if necessary.

Sole Source Condition:

(a) This is not a sole source acquisition limited to specified Brand Name Products. This is a request for competitive procurement based on an "or equal" basis.

(b) NAVFAC FE AUL# 1339 (NaOH) and 1335(HCl) are the only authorized for NAVFAC FE employee to utilize the specified Brand Name Products (Showa Denko products). If other Brand Name Products win the solicitation and can be accepted by NAVFAC FE, NAVFAC FE/FLCY Hazmin Center will initiate a new AUL/SDS/LSN registration of those products upon providing the acceptance to FLCY Code 200 during the solicitation. In this case, FLCY Code 200 is responsible for requesting the prospective contractor to provide manufacturer's English SDS# in a timely manner for NAVFAC FE Safety & Environmental Offices/FLCY Hazmin Center to process for the new registrations.

(c) The criteria for acceptance or non-acceptance of the new Hazmat products by NAVFAC FE Safety/Environmental Offices are based on OPNAVISNT 5100.23G CH-1. The criteria for the possible disapproval by NAVFAC FE Safety/Environmental is the products with the inclusion of the Carcinogenicity Substance, the Special Chemical (Tokka Butsu), the Organic Solvent, the Lead, and /or the Regin, that are requiring hazardous control beyond Level II. The basic policy is to minimize harm to human health.

(d) The criteria of the acceptance or non-acceptance of the new Hazmat products by FLCY Hazmin Center are based on the following references:
