QUESTIONS AND ANSWERS
1) On PWS Page 4, the Period of Performance is listed as 29 September 2025 to 31 March 2026; however, the next paragraph (Description of Requirement) states that "work shall be completed within two-months of receipt of contract." Which is correct?
FLCY answer: PoP 29 September 2025 to 31 March 2026 is correct, as stated in PWS Paragraph 3. PWS Section 5 will be revised as follows:
From: within two-months of receipt of contract To: by the end date of the Period of Performance
2) It is my understanding that only exterior areas of the TTS require corrosion abatement and recoating. No interior walls, stairs, etc. will be worked on this contract, is that correct?
CENCECFOR answer: That is correct, we are not requesting any interior work be conducted during this contracted work.
3) Is there any information available on the current coating system applied to the TTS?
CENCECFOR answer: We do not have specific information on the current coating. We have documentation on the structure and supports, and environmental engineers visited the Site to confirm no asbestos in the coating, but specificity beyond that is not information we have readily available.
4) Can the Government provide detailed pictures to show the condition of the TTS so that vendors can accurately estimate this project?
FLCY answer: Yes, we can provide the pictures provided from Center for Security Forces (CENSECFOR), Yokosuka. These pictures are For Official Use Only (FOUO). Therefore only SAM registered company who is duly authorized to operate and do business in JAPAN can request the pictures to Contract Specialist, Mr. Rokutan at Masanori.Rokutan2.LN@us.navy.mil.
5) On Page 6, paragraph 10 (Services Performance Time), the PWS states that work performance is dependent on the CENSECFOR class schedule. Are we to understand that training will be going on throughout this project and there may be times that the facility is not available to the Contractor? Can the Government provide a schedule of classes for planning purposes?
CENCECFOR answer: Our class schedule is as follows: 8-19 September, 27
October-7 November, 1-12 December, 5-16 January, 2-13 February, 23 February-6 March, 16-27 March, 6-17 April, 4-15 May, 1-12 June. Our training requires the use of the TTS facility and the surrounding outdoor areas. In previous contracted work on the facility, work is conducted during off-weeks, and fully removed when we have class running. We have ample space to provide a laydown and storage area, as required.
7) Does this effort require a CAC?
FLCY answer: Not required Common Access Card (CAC). Generally, contractor's gate pass can be issued for the contractual Period of Performance.
8) Is the use of local nationals allowed?
FLCY answer: Usage of subcontractor or local nationals (DoD allied countries) are allowed.
9) Can the Government confirm a FFP quote is all that is needed?
FLCY answer: As stated page 26 of 33 in N6264925QB096, Quote with the signed SF1449 and a cost breakdown of the quote are required. Also, as stated page 10 of 33, Quoters may be required to submit additional documentation demonstrating their ability to perform in Japan prior to award. Quoters also are required to complete SAM registration or annual-renewal before submitting quotes.
10) Has there been any questions/answers posted on AsiaNECO?
FLCY answer: Questions and Answers will be posted on AsiaNECO and SAM.gov.
11) The work period of performance is listed as 60 days, but the contract period of performance is through March 2026. Can the Government please clarify the dates?
FLCY answer: Please see the Answer to the Question 1.
12) Given lead times for doors, rails and ladders-will the Government consider extending the work period beyond 60 days.
CENCECFOR answer: POP can be modified to account for delivery lead times.
13) Our experience performing this exact service on this exact trainer allowed for a 90 day ramp up period for inspection, planning and fabrication, followed by a 90 day work period. Will the Government considering this timeframe? (i.e. water tight doors take 12 weeks from order to delivery CONUS).
CENCECFOR answer: POP can be modified to account for delivery lead times.
14) Will the Government consider extending the due date until after all questions are answered?
FLCY answer: TBD. Contracting Officer may consider to extend the quote submission due date, according to the all reasonable decisions together.
15) Is there training planned during the period of performance? When is the next training date?
CENCECFOR answer: See the Answer to the Question 5.

The contractor shall inspect and remove all exterior rust, replace if necessary areas deteriorated beyond repair, treat with anti-corrosion, and paint to color match existing structure in place.
This includes exterior walls, railings, handrails, ladder wells, roof, and platforms. The exterior walls are covered with a spray poly foam insulation. If corrosion is evident on these walls, the foam insulation will be removed, the wall will be repaired and painted, and new foam insulation reapplied and color match painted with existing structure. Prior to removing any rust or foam installation, the vendor must conduct sampling and analysis by a qualified inspector to ensure no exposure to lead or asbestos exists. All resulting samples must be properly disposed. Quick acting water-tight doors will also require repair, or replacement with a similar replica door.
(Note that a replacement water-tight door can be used. It does not have to conform to Navy Standards.) The following steps shall be accomplished:
a. Provide and install any required containment structure/tent in support of the rust removal process.
b. Remove spray poly foam insulation on exterior walls as needed to access and address corrosion. (Look for areas that have separated from the wall and have allowed water to penetrate.)
c. Remove all exterior corrosion, and loose paint areas, down to base metal. For all rust removal operations, ensure that all applicable containment and environmental requirements are adhered to.
d. At locations where the rust has caused significant damage, the TTS component (wall section, door, frame, railing, steps/ladders, etc.) shall be replaced or structurally repaired (typically welded) prior to re-painting.
e. Replace the removed TTS component (wall section, door, frame, railing, steps/ladders, etc.).
f. Seal, prime, and repaint all work areas and new components. Apply color matching rust resistant paint upon removal/replacement of all areas requiring corrosion removal and/or replacement.
