The Contractor shall develop, integrate, and maintain the production schedule with the Government during both planning and execution periods. The Contractor is required to develop and utilize a progress measurement system to determine the physical progress at the Work Specification level, e.g. Task Group Instructions (TGIs) or 4-E Specifications. The system shall permit a direct comparison of the physical progress of completed work to the required milestone (required completion date). Detailed requirements for the Progress Measurement System can be found in Naval Sea System Command (NAVSEA) Standard Item (NSI) 009-60 Schedule and Associated Reports for Availabilities Over Nine (9) Weeks in Duration.
3.1.2.2 After the availability commences and the execution phase begins, the Contractor shall provide Condition Reports (CRs), New Work, Growth Work, Corrective Action Reports (CARs), and Checkpoints (CPs) as further defined herein.
3.1.2.3 The Contractor shall apply stringent change control procedures to ensure timely identification and subsequent incorporation of Growth Work and New Work.
3.1.3 CONDITION REPORT
3.1.3.1 The Contractor shall identify needed repairs and recommend corrective actions during contract performance for those deficiencies discovered which are not covered by the original Work Specifications. As found conditions, needed repairs, and contractor recommendations shall be submitted to the Government in the form of a CR. CRs will require identification of any potential impact which may affect the current schedule. SRF-JRMC will track all received CRs to ensure timely response from Government.
3.1.3.2 The Contractor shall be responsible for ensuring that interference-free, technically accurate drawings are received and for calling to the attention of the Government, orally and in writing, any interface and interference problems requiring revision to drawings. If production work cannot be accomplished according to the detailed data, the Contractor must submit a CR.

If production work cannot be accomplished with the procured materials, the Contractor shall submit a CR.
3.1.3.4 All CRs and supporting data shall be submitted via electronic means to the
Government, within 24 hours of identification of the requirement. As a minimum, the CR will include the following:
• Identify Work Specification number, i.e. TGI or 4-E Specification number
• Serialized by CR number
• Identification of the applicable Delivery Order number
• Date requirement was discovered
• Description of the work requirement
• Specific location of the work
• Recommendation for corrective action(s)
• Recommendation for the appropriate/best time to accomplish the work (e.g. during current availability with or without schedule change, future CNO or CMAV). Provide supporting rationale for the recommendation, such as availability of contractor work force, availability of material, etc.
• Identification of related changes, if any, to the internal milestones and production and contract completion dates. If none, state “none” in the required field.
• The Government will review the CR with the deficiency requirement and any recommendation for corrective action(s) for correctness. The Government determines further action and continues the processing of the CR, based on work requirement and available funding.
• For select Contractor provided corrective actions, the Government will determine if Work Specifications will be tasked to the Contractor for development. The Contractor shall develop and provide the Work Specifications for the Government approval. After approval, the ACO will authorize the work as either Growth Work or New Work. In many cases, the Government and Contractor will need to meet, discuss the recommendation for corrective action, and perform ship checks to determine full scope of work prior to final approval of the corrective action.
3.1.3.5 The Contractor is required to comply with the documents in Appendix A of the Condition Report or their subsequent revisions in effect upon award of a task or delivery order, as well as applicable current instructions, general specifications, type plans, naval ship technical manuals and directives from the Naval Sea Systems Command (NAVSEA), which shall be used in the technical requirements of work performed.
