Combined Synopsis/Solicitation No. N6264919Q0163 Amendment 0001

1. Following questions were raised answers are provided (in red font):

Q1. We think that the following parts of spec are the descriptions for ship repair work. And they should be deleted for the production case.

a. From para 2.56 to 2.57.3 (page 15-17): In the past, CFR (Condition Found Report) has been recognized as a report on new defects found during repairs. Even if there is a problem in the production process of the pontoon, this spec specifies that it can be reported and discussed in para 2.49 Progress Meeting on page 12. Removed.

b. From para 2.60 to 2.63.4 (page 17-19): Regarding weight management and waste disposal, they are handled when repairing a ship. Weight Management removed, however, the waste disposal will stay to inform the contractor that the need to comply with regulations while using hazardous material that could be detrimental to the local area.

c. From para 3.3.1.2 to 3.3.1.5.3 (page 23 - 24): This is placed in contract because most sheets of metal come with a coating, that if not removed can hurt the metal later on. i.e. 807 had the coating on the bulwark and side walls because the company forgot to remove it.

d. Para 3.3.1.7 (page 25): We recognize that shifting the vessel on the blocks for painting is an issue when repairing a ship. This is to ensure painting is complete on all surfaces.

e. From para 3.4.3.4 to 3.4.5.2 (page 26 - 27) Corrected.

f. From para 3.5.2.7 to 3.5.2.9.1 (page 28 - 29): We recognize that the undocking is a process when repairing a ship. If undocking like a vessel this statement needs to be adhered to, however if contractor uses crane then this is obsolete.

g. From para 4. to 4.9.1 (page 31 - 32): We recognize that the specific painting will be determined by the design phase. Still a requirement that needs to be adhered to.

Q2. QTY of tank written in para 3.1.2.3.1 is four (4). According to our repair record in 2009, QTY is three (3). There are four (4) on the NAVSEA drawing. There is no problem for us to produce a pontoon based on NAVSEA drawing. Please confirm. This is why it is stated in the specification, the contractor will redesign the old version with our requirements.

3.1.2.1Contractor will redesign the older version of reference 3.1.1.1 to ensure that an updated version of the pontoon can be and will be used with older versions of pontoon that still exist.
3.1.2.2Contractor will design three (3) new pontoons using the specifications and requirements listed below:

Q3. QTY of BITT written in para 3.1.2.3.4 is a total of fourteen (14). According to the NAVSEA drawing, there are a total of six (6), with three (3) on each side.

Q4. The word "QTY" is found in para 3.1.2.3.9. Is this a typo? Yes…removed.

Q5. Para 3.1.3.2 describes “the final docking report”. Is this a typo for “contractor’s design report”? Yes...corrected.

Q6. QTY of hull zinc written in para 3.3.2.2.1 is Twenty-Eight (28). However, there are eighteen (18) on NAVSEA drawing. According to our repair record in 2009, QTY of hull zinc is eighteen (18).

Q7. Length of pontoon is 150 ft in para 3.5.2.1. But para 3.1.2.2.2 describes it is 100 ft, and it is also 100 ft on NAVSEA drawing. Please confirm. Corrected. 100FT is correct length.

Q8. Regarding para 3.6.2 and 3.6.3, the description seems to be duplicated. Please confirm. Corrected.

Q9. The current required delivery date is 2019/11/14 (Para 2.32): Based on our past experience, we considered the manufacturing process in detail. As a result, a considerable amount of time is required for delivery. NAVSEA drawing shows only rough structures, so investigation and detail design are required. Is it possible to change the final delivery date for three (3) pontoons to 8/31/2020? Please consider.

The reason is as follows;

1. Assuming that the contract will be awarded at the end of August, the completion of design drawing and approval will be at the end of Oct.

2. After that, three (3) months to get necessary materials, three (3) months to manufacture the main structure and two (2) months to assemble and paint are required.

3. The delivery date for the first pontoon will be at the end of May, 2020.

4. All three (3) pontoons will be manufactured at the same time as possible, and delivered sequentially. Then, the second one can be delivered at the end of Jun 2020, and the third one will be at the beginning of Aug 2020.

The Government’s ultimate required delivery date is changed to 1 August 2020 with early delivery authorized. The quoters are required to provide the earliest possible delivery date(s) for each pontoon.

2. Attachment (1) Specification for Pontoon is revised & replaced.

3. Solicitation closing is extended to 31 July 2019, 1600hrs.
