Performance Work Statement
Psychiatric Technician, Biomedical Equipment Repair Technician, Clinical Staff Support Specialist, Licensed Clinical Social Worker, Registered Nurse Clinic Manager, Psychologist, Medical Administrative Assistant and Data Analyst services for
Commander, Naval Surface Force Atlantic (CNSL), Norfolk, VA and subordinate commands including
Commander, Naval Surface Squadron 14 (CNSS-14), Mayport, FL; and Commander, Littoral Combat Ship Squadron 2 (LCSRON-2), Mayport, FL
1. INTRODUCTION
1.1. General. This is a non-personal services contract to provide on-site medical and medical support contract workers to include Psychiatric Technician, Biomedical Equipment Repair Technician, Licensed Clinical Social Worker, Registered Nurse Clinic Manager, Psychologist, Data Analyst, and Clinical Staff Support Specialist services. The government shall not exercise any supervision or control over the contract workers performing the services herein. Such contract workers shall be accountable solely to the contractor who, in turn is responsible to the government.
1.2. Background and Description of Services.
1.2.1. The Commander, Naval Surface Force Atlantic (CNSL) is the Type Commander (TYCOM) responsible for the manning, equipping and training of approximately 27,000 active duty service members manning 80 U.S. Navy combat surface ships homeported in such locations as Norfolk, VA and Mayport, FL. CNSL also has training and maintenance shore facilities in Norfolk, VA; Mayport, FL. The CNSL Force Surgeon is the Privileging Authority for all medical providers and Independent Duty Corpsmen (IDC) caring for CNSL personnel. CNSL also manages Medical Readiness Divisions in Norfolk, VA and Mayport, FL, which 1) provide medical program oversight and support to ship medical personnel; 2) supervise and mentor IDCs; 3) provide primary care consultative services in support of the IDCs; and 4) provide mental health services to the waterfront ships as part of the Embedded Mental Health (EMH) Program. CNSL works with other TYCOMs, Expeditionary Strike Groups (ESG), Destroyer Squadrons (DESRON), Carrier Strike Groups (CSG) and numbered Fleet Commanders to deploy Amphibious Ready Groups, Carrier Strike Groups as well as independent ships. CNSL supports U.S. Fleet Forces Command in providing ready ships for Maritime Homeland Defense, Foreign Disaster Relief and Department of Defense (DoD) Support of Civilian Authorities (DSCA) missions.
1.2.2. CNSL Priority One: Our People! CNSL’s Warrior Toughness initiatives are complimentary efforts toward building a Total Sailor who operates in a Culture of Excellence. Force Resiliency/Toughness includes medical, mental health, and human performance professionals embedded with the Surface Force to improve force well-being and resiliency. In order to build on a Culture of Excellence, CNSL must provide leaders the tools to intervene before Sailors resort to destructive behaviors. A proactive approach will only aide in strengthening Warrior Toughness, and in turn create a Culture of Excellence. CNSL has identified a gap in providing resiliency tools to Sailors. Data has proven the accessibility of medical and behavioral health experts to our ships matters. Ships with professional resources readily available, including medical and behavioral health professionals, are more successful retaining Sailors with medical/behavioral health adversity than those who do not.
1.2.3. The combat effectiveness of the Surface Force is dependent on the physical, mental and spiritual readiness of its Sailors to demonstrate the toughness and resiliency to fight and win. Mental health readiness has been a particular challenge to overall Force readiness. As of 2020, mental health issues represent the #1 cause of early deployment returns, #1 diagnosis for which CNSL Sailors utilize medical resources and is the #1 medical concern expressed to CNSL Flags by Commanding Officers. Unfortunately, suicide continues to remain the #1 cause of death among CNSL Sailors with broad psychological impact across the Force. The number of active duty Sailor suicide-related behaviors (SRB) has steadily increased since 2006, with SRBs doubling in CNSL ships between 2014 and 2019. Cruisers and destroyers (CRUDES) have been particularly hard-hit by the increases.
1.2.4. Current CNSL medical and mental health resources are insufficient for the demand. It has been exacerbated by an expansion in the number of ships and number of Sailors over the last 5 years with continued expansion expected over the next 5 years. The purpose of this contract is to provide the additional contractor professional services required to adequately support the CNSL Force Resiliency/Toughness programs necessary for Sailor mental, physical and spiritual readiness for combat.
