SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS -0002

Notes (Changes not addressed in questions):

1. In the Attachment V table, 2.1.17 was revised from “Hearing Conservation Research Associate II” to “Hearing Conservation Research Assistant I”, so that the table and 2.1.17 matched. The “II” was changed to “I” and the word “associate” was changed to “assistant”.

2. Attachment V: “4.1.21 Biomedical Engineer”. The Biomedical Engineer was erroneously listed as 4.1.21. The numbering for the Biomedical Engineer has been revised to 2.1.21.

3. Attachment V: 2.1.29 has been revised to state that “(Historically this has been a Subcontractor)”, so that the 2.1.29 Position/Objective Description matched the table.

4. Attachment V:The following sections have changed: 2.1.1, 2.1.3, 2.1.4, 2.1.7, 2.1.9, 2.1.23, 2.1.24, 2.1.25, 2.1.27, 2.1.33, 2.1.34, and 2.1.35.

Question 1: Two RFP files were issued; one on January 5 and one on January 8, 2018. Please confirm the latter file is the correct one to use.

A: Both files and attachments are identical. The posting on January 8th was of the identical RFP document and DD254 that was posted on January 5th. The only difference was the addition of attachment V (The Initial Task Order PWS), that was erroneously left out when the RFP package was posted on January 5th.

Question 2: Will the government provide a one-week extension, to February 12, 2018, so that non-incumbent bidders may have time to adjust proposals based on answers to questions?

A: The proposal submission time has been revised. Please see section L.

Question 3: Section L.8.2.1, page 77, states: “Type for graphics, tables, and reproductions shall be no smaller than a font size of 10 with a minimum of 1” margins.” Please confirm that we should assume a minimum of one-inch margins for all of Volume I, not just the graphics.

A. The replicated sentence (“Type for graphics, tables, and reproductions shall be no smaller than a font size of 10 with a minimum of 1” margins.”) is in reference to graphics, tables, and reproductions only.

Question 4: Section L.8.2.1, page 77, states: “Type shall be no smaller than a font size of eleven (11) and shall have 1.0 line spacing.” Is the line spacing meant to be single-spaced regardless of font chosen?

A: Yes, line spacing is required to be single spaced.

Question 5: Section M.3.4, page 86, states: “The following shall evidence small business participation: a. The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals; b. The extent of commitment to use such firms (enforceable commitments will be weighted more heavily than non-enforceable ones).” In order for bidders to receive an Acceptable rating in this proposal, is there a requirement that subcontractors from one or more of the six procurement goals (i.e., HUBZone, SDB, etc.) be proposed in the initial task order approach?

A: The Government is evaluating the offeror’s Small Business Participation Plan and Subcontracting Plan for the offerors proposed small business participation over the entire period of performance of the base IDIQ contract and not simply for the initial task order.

The Government does not specify what subcontractors an offeror has to propose. To receive an “Acceptable” rating under this evaluation factor the offerors proposal must meet the following:”Proposal indicates an adequate approach and understanding of small business objectives.”

Question 6: Section L.9.3, page 79, states: “Additionally, the offeror shall demonstrate a thorough understanding of the technical requirements and provide a schedule for task completion.” Since non-incumbents are not familiar with the status of specific tasks, planned deliverables, and work products, etc. under the current contract, could you please confirm that the requirement for an initial 12-month task order schedule is for bidders to address the staffing and hours only, such as is shown in the LOE chart in TO PWS 3.

On a related note, may bidders exempt the use of a similar chart from page count?

A: The requirement to “provide a schedule for task completion”, has been removed from section L. Please see the revised section L.

Question 7: Attachment V, Task Order PWS, Section 2.1.14, page 10, states: Is 2.1.14 Hearing Conservation Research Assistant II the same position as Hearing Conservation Research Associate II that is listed in the TO PWS 3. table (p. 26)? The information in 2.1.14 states that this position is historically a consultant. Should bidders maintain this consulting arrangement? Also, has the Hearing Conservation Program Research Assistant I been a consultant?

A: No. The Hearing Conservation Research Associate II (re-titled as a Hearing Conservation Research Assistant I-as noted above)) correlates to 2.1.17.

The 2.1.14 Hearing Conservation Research Assistant I was erroneously omitted from the Attachment V table. Please see the revised Attachment V for the corrected table.

The Government is unsure where the offeror is seeing that 2.1.14 is historically a consultant, as this is not listed in 2.1.14.

The Government clarified in the line above, that 2.1.14 has not historically been a consultant. For general information purposes, the Government does not specify whether an offeror should utilize consultants or subcontractors.

The Hearing Conservation Program Research Assistant I (2.1.16) has not historically been a consultant.

Question 8: Attachment V, Task Order PWS, page 25: The table states that the Mathematical and Fleet Liaison Support is fulfilled by a subcontractor but does not provide LCAT, educational requirements, etc. data. Please provide that information so that non-incumbent bidders may propose personnel with the right qualifications. Personnel choices also affect cost.

A: The table in Attachment V has been revised to include education and experience requirements.

Question 9: Attachment V, Task Order PWS, Section 2.1.18, page 12: Effects of Wakefulness on Operationally Relevant Indicators has been a subcontractor. The table at TO PWS 3 does not provide any data (LCAT, educational requirements, etc.); please provide.

A: The table in Attachment V has been revised to include education and experience requirements.

Question 10: Attachment V, Task Order PWS, page 25: The table lists Human Performance and Decision- Making Support. Is 2.1.24 Human Factors Research Scientist Support on p. 16 the position/objective description for this task and position (including the RFP PWS task reference)?

A: No. The task title of “Human Performance and Decision- Making Support” has been removed. The title has been changed to “Psychology Research Post Doc Support” because this position supports 2.1.7. There are now two positions in the Attachment V table that support 2.1.7 (Psychology Research Post Doc Support).

The table in Attachment V has been revised to add the corresponding position/objective description numbers.

Question 11: Attachment V, Task Order PWS, page 25: The table lists Psychometrician Support. Where is the corresponding position/objective description for this task and position (including the RFP PWS task reference)?

A: Psychometrician Support corresponds with 2.1.6.The table in Attachment V has been revised to add the corresponding position/objective description numbers.

Question 12: Attachment V, Task Order PWS, page 25: The table states that Industrial Hygiene SME Support for SAHAP is filled by a consultant. Is there a more specific labor category that is relevant (affects qualifications, cost)? Also, should bidders maintain this position as a consultant?

A: The table in Attachment V has been revised to include education and experience requirements. In general, the Government does not specify whether an offeror should utilize consultants or subcontractors.

Question 13: Attachment V, Task Order PWS, page 26: The table lists sub-contract for the position of the Laboratory Technical Support - Principal Scientist task. Is principal scientist the correct position (LCAT)? Also, which RFP PWS task(s) does this position support? ‘ A: The table in Attachment V has corrected the title from “Laboratory Technical Support - Principal Scientist task” to “Support on Conclusion of Navy OAE Development-Principal Scientist”. The table has been revised to add the corresponding position/objective description numbers.

Question 14: Attachment V, Task Order PWS, page 26: The table lists sub-contract for the position of the Laboratory Technical Support - Associate Scientist task. Is associate scientist the correct position (LCAT)? Also, which RFP PWS task(s) does this position support?

A: The table in Attachment V has corrected the tile from “Laboratory Technical Support - Assistant Scientist task” to “Support on Conclusion of Navy OAE Development-Assistant Scientist”. The table has been revised to add the corresponding position/objective description numbers.

Question 15: Attachment V, Task Order PWS, page 26: The table states that the Virtual Tactical Simulator is fulfilled by a subcontractor but does not provide data (LCAT, educational requirements, etc.). Please provide.

A: This task is deliverable oriented and not support services oriented. Therefore education requirements etc are not provided.

Question 16: Attachment V, Task Order PWS, page 26: The table states that the SAHAP Badge Analysis is fulfilled by a subcontractor but does not provide data (LCAT, educational requirements, etc.). Please provide.

A: This task is deliverable oriented and not support services oriented. Therefore education requirements etc are not provided.

Question 17: Section L.9.5.1 Section 1 - Cost Breakdown (page 81): "If subcontractors are unwilling to submit their direct labor rates (only) to the prime contractor, they shall submit those rates directly to the Government utilizing the same proposal submission instructions and due date and time located in this section.” Question: If our subcontractors will be under a T&M subcontract, is a direct labor rate sealed package from them still required?

A: Offerors shall use the subcontracting costs provided in Attachment V. This figure is the Governments estimate of the value of supporting all tasks that have traditionally been provided by subcontractors. If the offeror proposes to use a subcontractor to provide support for a task that is not identified in Attachment V. as traditionally been supported by a subcontractor, then they are required to provide direct labor rates.

Question 18: Section C Performance Work Statement (PWS) – Section 4 Technical Requirements/Initial Task Order (ITO) Performance Work Statement – Section 2 Position/Objective Description. As the purpose of the Initial Task Order (ITO) PWS is to supplement the PWS contained in the base contract and further define what is required for each of the positions, will the Government increase the page count limit for the Technical Approach to accommodate the supplement ITO PWS requirements?

A: The Government will increase the page count for Volume I: Subpart III, Technical Approach for Initial Task Order from 10 to 15 pages. Please see the revised table in Section L.

Question 19: L.9.3 Volume I, Subpart III - Resumes (page 81): To ensure Labor Category Requirements are covered as thoroughly as possible in each resume per the ITO PWS and to add a list of Select Publications and Presentations for Proposed Candidates, it is requested that resumes be increased to a 3-page limit.

A: The resume page limit will remain unchanged.

Question 20: Attachment V, Initial Task Order - Section 3 -Level of Effort, Education, and Experience Requirements (page 25) Please confirm that the Task: Psychology Research Post Doc Support should be a Research Scientist II (Psych/Phys/Aud); the education and experience requirements do not reflect a Research Scientist II (Psych/Phys/Aud).

A: The education and experience requirements are correct as provided.

Question 21: Attachment V, Initial Task Order - Section 3 -Level of Effort, Education, and Experience Requirements (page 25) Please confirm that the Task: Research Scientist, Position: Research Scientist I (Psych/Phys/Aud) requires 4+ years of experience; the experience requirement seems to reflect a Research Scientist II.

A: The education and experience requirements are correct as provided.

Question 22: Please confirm that offerors in possession of a TOP SECRET facility clearance are eligible to bid as a prime contractor in accordance with RFP section L.9.1.5 SECTION V: VERIFICATION OF SECURITY CLEARANCE LEVEL of the RFP which states: “The Offeror shall submit documentation verifying a TOP SECRET facility clearance.

A. Yes, offerors in possession of a Top Secret Security Clearance are eligible.

Submission of proposals is a onetime affair (unless in unusual circumstances multiple SAFE submissions are required because an offeror exceeded the 25 file limit per SAFE submission.). Additional documents will not be accepted after receipt of the confirmation email from the offeror to thomas.l.hood26.civ@mail.mil and jennifer.m.reed20.civ@mail.mil, which confirms successful submission of the proposal.

e. Any data previously submitted in response to another solicitation, whether submitted to the Naval Medical Logistics Command or another agency, should be assumed to be unavailable during this proposal evaluation and source selection process. h. A company with multiple Divisions (and each division registered separately in SAM) is permitted to submit a separate proposal by Division for award consideration. However, Offerors are cautioned that if one company submits separate proposals from multiple Divisions, each Division’s proposal should address the full RFP requirements uniquely based on their particular Division’s capabilities. For example, management processes, small business participation plans, and/or past performance submissions of a different Division may not be used in support of the Division submitting the proposal. The proposal must be specific to the Division submitting the proposal.

L.6 SEQUENCE OF EVENTS

The Government will employ source selection techniques to evaluate proposals, conduct negotiations and determine the successful Offeror in this acquisition. "Offer," for the purposes of this solicitation, shall be defined as a response to the solicitation that, if accepted, would bind the Offeror to perform the resultant contract. If the Government deems discussions necessary, a competitive range determination will be made.

The following describes the sequence of events Offerors can expect during proposal evaluation and negotiation:

a. The Offeror's proposal shall be submitted in accordance with Paragraph L.8, Proposal Preparation Instructions.

b. Upon receipt, the proposals will be reviewed for completeness and compliance with RFP requirements. If a proposal is incomplete or received late (in part or in full) the proposal will not be evaluated. The proposals will receive a detailed evaluation employing the process and criteria identified in Section M of this RFP.

c. In accordance with FAR 15.306, the Government may conduct exchanges with Offerors after receipt of proposals leading to the establishment of the competitive range and any subsequent competitive range determination that may be made.

d. The Government may conduct exchanges with Offerors prior to establishment of the competitive range that may be made in order to enhance the Government’s understanding of proposals; allow reasonable interpretation of the proposal; or facilitate the Government's evaluation process. Such communications shall not be used to cure proposal deficiencies or material omissions, materially alter the technical or price elements of the proposal, and/or otherwise revise the proposal. Such communications may be considered in rating proposals for the purpose of establishing the competitive range. Furthermore, such communications do not and will not permit Offeror's to modify, revise, or otherwise change any element of their proposal.

e. The Government reserves the right to make award without entering into discussions. Offerors shall be prepared to enter into discussions and/or negotiations and, if authorized by the Contracting Officer, may be allowed to revise or modify their proposals. For those Offerors in the initial competitive range, the Government will submit Discussion Items, which will require a response per instructions that will be provided at that time.

f. The Government will incorporate into the resultant contract any and/or all commitments made in the Offeror’s proposal.

L.7 NOTICE OF HUMAN USE RESEARCH

There is a high probability that Human Use Research will be conducted by the successful offeror under their proposed PWS that would be incorporated into a task order award.

a. The performance of research involving human subjects shall be conducted in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.235-7004 “Protection of Human Subjects,” 32 CFR 219 “The Common Rule,” 10 USC 980 “Limitation on Use of Humans as Experimental Subjects,” Department of Defense (DoD) Instruction 3216.02 “Protection of Human Subjects and Adherence to Ethical Standards in DoD-Supported Research,” and Secretary of the Navy Instruction 3900.39 (series) “Human Research Protection Program,” as well as other applicable federal and state law and regulations, and Department of the Navy guidance.

Food and Drug Administration regulation and policies may also apply. The Contractor shall rely on the local command’s designated Institutional Review Board (IRB) as the IRB of record for the research to be supported under the contract. The Contractor shall also comply with the standard research training requirements of NSMRL.

The Contractor shall hold an active (i.e., not expired) Federalwide Assurance (FWA) appropriate for research to be supported under the contract. The FWA shall remain active for the duration of the contract. The FWA is issued by the Department of Health and Human Services.

c. The Contractor shall support administrative efforts by the local command to ensure compliance with the terms of this requirement. This support includes identifying Contractor personnel that may support human subject research under the contract and maintaining records of training and other documentation to demonstrate compliance with human research protection requirements under the contract. The Contractor shall also assist with the continuing review of the human subject research that is supported under the contract.

d. Failure of the Contractor to comply with the terms of this requirement will result in the issuance of a stop-work order under Federal Acquisition Regulation clause 52.242-15 (Alt 1) to immediately suspend, in whole or in part, work and further payment under this contract, or will result in other issuance of suspension of work and further payment for as long as determined necessary at the discretion of the Contracting Officer.

e. The terms of this requirement are applicable to and shall be included in all Subcontracts that may include the support of human subject research.
