Attachment 3 Section L – Instructions to Offerors Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (OCT 2015)

Failure to comply with any of the instructions may result in a proposal being removed from further consideration.

L.1. SUBMISSION OF COST OR PRICING DATA

L.1.1. It is expected that the resultant contracts will be awarded based upon a determination that there is adequate price competition; therefore, the offeror is not required to submit additional cost or price data (beyond that required by Paragraph L.2. and subparagraphs) or to certify cost or pricing data with its proposal.

L.1.2. If, after receipt of the proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.403-3 and FAR 15.403-4, the offeror shall provide other information requested to be submitted to determine reasonableness of price, or certified cost or pricing data as requested by the Contracting Officer.

L.2. PROPOSAL CONTENT AND INSTRUCTIONS FOR PREPARATION OF PROPOSALS

L.2.1. This section specifies the format and content that offerors shall use in this Request for Proposal (RFP). The intent is not to restrict the offerors in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes. Legibility, clarity, completeness, and responsiveness are important. Proposals shall be in the form prescribed by, and shall contain a response to, each of the areas identified in Paragraph L.2. and subparagraphs.
