SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
BIDDER QUESTIONS AND RESPONSES
1. Has a contractor performed similar work for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Response: Please refer to several places in the Solicitation:
Section C.6.3 for the contract number on page 11 of the Solicitation;
Section H - Special Contract Requirements, NONDISPLACEMENT OF QUALIFIED WORKERS for the name of the contractor on page 22 of the Solicitation;
Attachment 1, Administrative Requirements, section m for both the contract number and contractor name on page 45 of the Solicitation.
2. Is there an incumbent and if so, who is the incumbent?
Response: Please see response to question 1.
3. Based upon review of the RFP, we believe the government intends to award a Cost Plus Fixed Fee (CPFF) “Completion” contract. However, Section C., paragraph 4.0 Estimated Staffing, provides an estimated number of hours and this could be interpreted as the level-of-effort under a CPFF “Term” contract. Please clarify whether the resultant contract type is intended to be a CPFF Completion of CPFF Term as defined in FAR Part 16.306.
Response: The resultant contract is expected to be a CPFF Term contract in accordance with FAR 16.306.
4. Section L.7.2. Proposal Submission, instructs that the proposal be submitted in 2 volumes. However, L.7.2.1 Written Proposal has the volumes further broken down into subparts. Does the Government prefer the subparts be submitted as separate documents (e.g. the Administrative, Management and Past Performance as separate files) or combined into a single Technical volume?
Response: Please provide one single Technical Volume to include all of the subparts in accordance with Section L.7.2 of the Solicitation.
5. Will the Government accept PDF file formats for submission?
Response: Please refer to Section L.7.2.1 which states, “MS Word is an acceptable file format for Volume I of the proposal. MS Word with MS Excel are acceptable file formats for Volume II of the proposal. Adobe Acrobat is an acceptable format for those items requiring fill ins.”
