The vendor will work with each site to setup and install the server, computer workstations, CD publishers, barcode scanners, panoramic and intraoral x-ray units at the commands prescribed locations. Generally, the regional servers will be located in the command data center.

The local servers will go in either a data center or communication closet. The computer workstation will be refreshing the existing panoramic capture workstations located in each facility main x-ray room. The server shall be loaded with the latest release of Apteryx Digital Imaging and Communications in Medicine (DICOM) Viewer (DCV) version 3.4 software package, which includes DCV DataManager (server application). The servers shall be hardened according to the DIACAP specifications. When setting up each of the Apteryx servers the vendor will work with the site and Naval Medical Logistics Command to incorporate and adhere to the federal social security number reduction act numbering scheme. The proposal will identify a project manager and a site project team to work pre-installation activities and hold regular planning and status update teleconferences with the government project team. It’s highly desired that the vendor’s site project management lead will be onsite full time during installation, integration and acceptance testing. The vendor’s project manager(s) will fully participate in regular status update briefings to the government’s representatives. The vendor’s project team will engage Naval Medical Logistics Command Program Office, Command’s Project Coordinator, Dental Clinical, Information Management Department (IMD), Materials Management and Facilities leads to ensure that all devices are properly accounted for, as needed

Training Requirements: During the installation at each site, the Vendor shall offer refresh training that highlights the functional updates within the computer hardware, software application, and supporting DDI equipment to help users become familiar with the system. Simply having initial training after installation of the system is not enough.

Follow on training shall be provided. Computer-based training programs/manuals should be included include as a mechanism that addresses recurring/refresher training to help the staff's understanding of platform updates and maintaining system competency levels.

Training shall incorporate the perspectives of the Dentist, Dental Technician (DT) and the general clinical/administrative user. System administration training shall be provided to at least two command personnel. These individuals should be from the IT department and or Biomedical Repair.

After contract award, the vendor may conduct a conference call with the principals to clarify their responses and validate specific requirements. Upon request, a site survey maybe coordinated, at no additional cost to the government, to better understand the environment and document the detailed requirements. Vendor shall provide a Pre-Implementation (Survey) Report to NMLC and the responsible site personnel soon after it is published to allow time for any facility, network, or other modifications. The offeror shall, at the completion of the computer refresh, ensure that the DDI network:

Technical Factor

The government will evaluate each offer to determine the ability to meet the requirements of the solicitation to acquire, view, print, store, and transfer images and data within each Command. Evaluation of proposals will include a review of what equipment will be provided, how it will be installed, and the time required for installation, as well as the ability of the contractor to provide system maintenance.

Completeness: Quoters have included pricing for all line items, registered in SAM at time of award and acknowledgement of all amendments.

Small Business Particpation Plan: All offerors (both large and small) will be evaluated on the level of small business commitment that they are demonstrating for the proposed acquisition, and their level of commitment to utilizing small businesses in performance of prior contracts. The small business participation plan factor will be evaluated on an “Acceptable” or “Unacceptable” basis and one of these ratings will be assigned accordingly.

The following shall evidence small business participation:

(a) The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals;

(b) The extent of commitment to use such firms (enforceable commitments will be weighted more heavily than non-enforceable ones);

(c) The complexity and variety of the work small firms are to perform;

(d) Past performance of the offeror in complying with requirements of the clauses at FAR 52.219-8, Utilization of Small Business Concerns, and FAR 52.219-9, Small Business Subcontracting Plan;

Woman-Owned Small Business: {5.0%} of the total contract value;

Historically Underutilized Business Zone (HUBZone) Small Business: {3.0%} of the total contract value;

Service Disabled Veteran Owned Small Business: {3.0 %} of the total contract value.

(Note, for example, that a participation plan that reflects {4.0%} of the contract value for Woman-Owned Small Business would also count towards the overall Small Business Goal).

*The Government recognizes that these goals are stated as a percentage of the total contract value for the small business participation plan; whereas, the goals included in the subcontracting plan (FAR Clause 52.219-9) are stated in terms of a percentage of total subcontract dollars.
