About this file

This is a Justification for Other Than Full and Open Competition (JTFOC) document prepared by the General Services Administration's Direct Demand Contract Solutions Division for a federal acquisition by the Naval Facilities Engineering Command (NAVFAC) Southwest Microgrid High Voltage Utilities division.

The acquisition involves the purchase of one Olsun Electrics 225kVA Cast Coil Transformer with post-shipping certified testing for Naval Base San Diego, with an estimated total dollar value of $146,844.08 (Requisition Number N6247A6244001M). The transformer specifications include 3-phase, 60 Hertz operation; copper wound conductor; pad-mount NEMA 3R enclosure for outdoor use; 12kV primary voltage with 208Y/120 secondary voltage (Delta-Wye step-down configuration); 5.75% design impedance; 80°C temperature rise; and IEEE/ANSI standard production testing. The justification for other than full and open competition is based on FAR 6.103-1(d) for brand-name descriptions, asserting that only Olsun Electrics manufactures the required feed-through dry type transformers meeting Navy and Marine Corps specifications, as liquid-filled oil transformers are not viable due to lack of containment pads at the installation site. The customer technical expert and contracting officer confirm mission-critical need for utility continuity at the naval base and that Olsun Transformers are American-made per Buy American requirements. The procurement will be synopsized on SAM.gov and evaluated using Lowest Price Technically Acceptable (LPTA) criteria with fair and reasonable pricing analysis utilizing historical review and the 4P-Price Point PLUS Portal Market tool. One source, Eaton Corporation Electrical Services & Systems, expressed interest in writing. The contracting officer certified the justification on October 26, 2026.

The equipment ordered is the only electrical equipment that can replace the existing and meet the requirements of the NAVY, USMC, and all governing bodies. Other replacements have been researched with no alternatives that meet requirements as only Olsen makes the feed through dry type transformers needed. Liquid-filled oil transformers are not an option due to the lack of containment pads in that area.

(5) The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted. IAW FAR 6.104-1(a)(8) (GSA Class Deviation

RFO-2025-6)

No other manufacturers can meet the requirements; only Olsen makes the feed through dry type transformers that are needed. Liquid-filled oil transformers are not an option due to the lack of containment pads in that area.
