About this file

This is a Justification and Approval (J&A) document for a federal procurement conducted outside of full and open competition, issued by the General Services Administration's Direct Demand Contract Solutions Division on behalf of NAVFAC SW MPD HV Utilities (Department of Navy and Marine Corps).

The procurement seeks to purchase one Olsun Electrics 300kVA Cast Coil Transformer with certified testing and IEEE/ANSI standard production tests for an estimated total value of $172,427.48 (Requisition Number N6247A6244001L). The transformer is a padmount, dry-type unit with specific technical specifications including 3-phase, 60 Hertz operation, copper wound conductor, 316 stainless steel construction with Munsell Green paint, 12kV-208Y/120 Delta-Wye step-down configuration, NEMA 3R enclosure, and design impedance of 5.75% minimum. The equipment is required for mission-critical utilities operations and maintenance at Naval Base San Diego to ensure continuity of operations for both Navy and Marine Corps activities. The justification invokes FAR 6.103-1(d) for brand-name procurement authority, asserting that only Olsun Electrics manufactures the required feed-through dry-type transformers, as liquid-filled oil transformers are not feasible due to lack of containment pads at the installation site. The contracting officer determined fair and reasonable pricing through historical review and 4P-Price Point PLUS Portal Market tool analysis. Eaton Corporation expressed interest in writing. The procurement will be publicized on SAM.gov to solicit maximum competition, and the Government will continue market research efforts to identify alternative sources for future acquisitions.

(4) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires using the authority cited. IAW FAR 6.104-1(a)(5) (GSA Class Deviation RFO-2025-6)

The equipment ordered is the only electrical equipment that can replace the existing and meet the requirements of the NAVY, USMC, and all governing bodies. Other replacements have been researched with no alternatives that meet requirements as only Olsen makes the feed through dry type transformers needed. Liquid-filled oil transformers are not an option due to the lack of containment pads in that area.

(5) The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted. IAW FAR 6.104-1(a)(8) (GSA Class Deviation

RFO-2025-6)

No other manufacturers can meet the requirements; only Olsen makes the feed through dry type transformers that are needed. Liquid-filled oil transformers are not an option due to the lack of containment pads in that area.

In addition, 4P analysis includes product, pricing and supplier data from multiple manufacturer and distributor web sites. Additionally, this solicitation will be synopsized on SAM.gov or eBuy.gov as applicable, in order to maximize competition. By seeking competitive pricing it is expected to drive best pricing among all quoting contractors.
