CLASS JUSTIFICATION AND APPROVAL FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

This document is a Class Justification and Approval (CJ&A) for non-competitive procurement authority issued by Naval Facilities Engineering Systems Command (NAVFAC) Hawaii, Construction Contracts Branch (CON31), controlled by the Department of the Navy and marked for DL-only distribution.

The CJ&A authorizes the use of brand-name Automated Logic Corporation (ALC) programmable building controllers for Facility Related Control Systems (FRCS) in contract actions requiring interface with identified installations' networked facilities control and monitoring systems integrated into the Control System Platform (CSPE) at Joint Base Pearl Harbor-Hickam and Pacific Missile Range Facility. The authority is valid from October 1, 2025, through September 30, 2030. ALC programmable building controllers encompass network controllers and routers, digital controllers, zone controllers, variable air volume controllers, unitary and equipment controllers, and expansion modules, excluding physical system components. Controllers must be configured and programmed using Government-ALC software. The estimated total cost through September 2030 is redacted, based on projected projects requiring this equipment. The procurement is justified under 10 U.S.C. § 2304(c)(1) as a single responsible source, with rationale centered on standardization and interoperability needs, cybersecurity requirements, risk mitigation related to the Defense Industrial Control Systems cybersecurity framework, and Department of Defense Instruction 8510.01 Authority to Operate (ATO) compliance. A rigorous Business Case Analysis performed in August 2024 determined that ALC controllers are required to minimize cybersecurity vulnerabilities and maintain the CSPE Network's operational integrity. NAVFAC will continue monitoring the controls industry and may reassess future competition feasibility if alternative sources emerge.
