About this file
This document is a Justification & Approval (J&A) for a sole-source contract awarded to MCE International, Inc. for Post Construction Award Services (PCAS) for a reroofing project at Joint Base Pearl Harbor Hickam, Hawaii. The project involves reroofing Buildings 67, 67A, 67B, and 67C, which includes structural repairs, replacing roof decking, gutters, vents, downspouts, ceiling-mounted lighting, removing non-functional exhaust fans, restoring exterior facades, replacing windows, repairing fire alarm and sprinkler systems, and replacing air handling units.
NAVFAC Hawaii is awarding the contract to MCE International, Inc. under Title 10 USC § 3204(a)(1) as the only responsible source that can satisfy agency requirements. The justification is based on the company's existing technical expertise, historical design knowledge, and previous involvement in developing the project's plans and specifications. The contract is being sole-sourced due to the company's prior work, including field investigations, meetings with end-users, environmental assessments, and historic preservation compliance. The government determined that awarding to another source would result in substantial duplication of effort and cost, and would not meet critical time constraints for the ongoing construction project.

5. Rationale Justifying Use of Cited Statutory Authority
NAVFAC Hawaii (HI) must award the follow-on services to MCE International, Inc since they have the technical expertise and historical design knowledge gained in the previous development of the final plans and specifications of the reroofing project. They have performed field and site investigations, conducted meetings and conferences with end-users and Government entities, performed environmental assessments, historic preservation compliance, and reviews of previous studies. The Construction work is already in process, so timeliness is a critical element. No other source has the ability to meet this time constraint.
An award to any other source would result in substantial duplication of effort and cost. The start-up cost for another
