About this file

This document appears to be a set of Questions and Answers related to a Request for Quote (RFQ) for CISSP certification training services issued by the Department of the Navy Naval Facilities Engineering Command (NAVFAC).

The key details are:

  • NAVFAC requires CISSP certification training services for up to 20 students, with the vendor providing a certification exam prep course and exam voucher upon completion.
  • The standard course duration is typically 10 business days, though the RFQ originally specified 6 days.
  • NAVFAC is open to either official (ISC)2 courseware or a third-party offering, as long as it meets the Performance Work Statement (PWS) requirements. They request student reviews for any third-party options.
  • Exam proctoring is not required, as students can schedule and take the exam at their convenience within a guaranteed 90-180 day period. If a student does not pass the exam, they can retake the course for free within one year and receive another exam voucher.
  • Travel and expenses for the instructor should be broken out per the instructions in the Addendum to FAR 52.212-1 in the PWS.

5-20-24 Question and Answers 1 N62478-24-Q-2686

Question: Does NAVFAC require the training vendor to be officially partnered/aligned with ICS2 or is a third party (gray market) offering acceptable if it meets all conditions of PWS?

Answer: Both options would work for us. We would like to ask that if it is a 3rd party, could we get reviews from actual students that have taken the class to ensure it is a legitimate vendor and there’s positive feedback for the course.

Question: The RFQ mentions this will be a SIX day x 8 hour per day bootcamp; will that period of performance be Monday – Saturday or Monday-Monday (w/o weekends?). (NOTE: On page 5, section 9.2 Defines work hours as 6a-6p Mon-Fri, NO weekends) Please clarify the class days/hours since this directly impacts travel costs for our FFP bid.

Answer: We addressed below that it does not have to be 6 days and can be longer but not shorter. The standard for this course is typically 10 business days.

Question: On the SAM Opportunity details, it asks for an EXAM VOUCHER to be provided at conclusion of course; however, within the PWS page 4, item 3.1, it states vendor will deliver the exam AFTER the 6 day bootcamp. Please clarify that expectation on exam delivery format and timing.

Answer: The exam will not be delivered after the 6 day of the course. Students will be able to schedule and take the exam at their convenience within the guaranteed past days which is driven by the vendor. Although the guaranteed pass days should be no shorter than 90 days. The guaranteed pass would mean that if the student takes the exam within the pass days and they do NOT pass, the student would be able to take the course again for free within a year and be issued another exam voucher.

Question: Please clarify the length of time the knowledge transfer and test pass “guarantee” is for—6 months, 1 year? Knowing that each person learns at different rates and stages this type of guarantee is vague and unreachable without more information on the expected 20 participants.

Answer: Typically 90-180 days is standard for the guaranteed pass days. As mentioned above, the guaranteed pass would mean that if the student takes the exam within the pass days and they do NOT pass, the student would be able to take the course again for free within a year and be issued another exam voucher.

Question: Are you looking for Official (ISC)2 Courseware?

Answer: Yes, we are looking to follow the official book.

Question: Does the course have to be 6 days in duration?

Answer: I don’t believe it has to be 6 days but it must cover key materials to best prepare all students for the exam. As mentioned,10 business days standard

Question: Does the Certification Exam need to be proctored at the end of the course or can exam vouchers be provided? Exam proctoring is typically provided through Pearson Vue.

Answer: We are not asking for the vendor to proctor the exam as the students should be able to take it when they are ready. Therefore, it would be exam vouchers.

Question: In reading the PWS it states in section 3.3 States Travel is available with this PWS. All travel shall be in accordance with the Joint Travel Regulation. I just want to clarify, do we need to include Travel & Expenses for our instructor in our pricing?

Answer: Please break down per instructions in accordance with Addendum to FAR 52.212-1 located in the work statement.
