About this file
This document is a set of questions and answers regarding the removal and disposal of approximately 17,000 gallons of diesel fuel from two underground storage tanks at the US Navy Joint Base Wahiawa.
The key details are:
- The fuel is stored in two underground storage tanks - one 5,000-gallon tank at Building 106 and one 20,000-gallon tank at Building 234.
- The fuel has been in use for several years to power emergency generators that are run monthly for maintenance.
- Fuel samples were tested in April 2023, with the lab report attached.
- The Navy is open to additional fuel sampling and testing if needed to determine the best waste management solution.
- The related federal contract opportunity is for the contractor to properly remove, transport, and dispose of the 17,000 gallons of diesel fuel. The contract will require the contractor to provide all labor, supervision, equipment, documentation, and other necessary tasks.

Text version
Queson 1: Is the fuel in barrels/containers?
Queson 2: Or how is it contained?
At Wahiawa Annex Building 106, the fuel is stored in one 5,000-gal capacity underground storage tank.
At Wahiawa Annex Building 234, the fuel is stored in one 20,000-gal capacity underground storage tank.
Queson 3: How long has the fuel been sing at these locaons?
Don’t know how long the diesel fuel has been in the USTs (underground storage tank), but it has been several years. The diesel fuel is used to power emergency generators which were run on a monthly basis for maintenance and operaonal checks. If there was a power outage than the emergency generators would also kick on. When needed, the UST would be topped off as needed.
Queson 4: Has the fuel been tested to acknowledge if its complete waste?
We had the diesel fuel in the Bldg. 234 UST sampled and tested back in April 2023. Laboratory analysis report atached.
Queson 5: Is it possible to have a sample of the fuel to properly determine what is the best possible soluon of waste management?
If it would help to get this accomplished, we can sample and test the diesel fuel in the Bldg. 106 UST and Bldg. 234’s UST again if the lab report provided does not suffice.
