QUESTIONS & ANSWERS

3. Is there any way to relax the requirement that the “electrical team subconsultant must be the prime AE firm for the project being submitted in order to be given full consideration?” (Criterion

1, Note 1)

RESPONSE: No, however, if your firm is not the prime firm on a project submitted for consideration, as long as the project meets all other criteria for relevancy, the project will be considered, just not fully considered as it would be if your firm was the prime AE.

4. If the project submitted for the electrical specialized experience is NOT a project that the electrical subconsultant did as a prime, it will not be given full consideration. Would it be better to submit a project as Prime that doesn’t meet the $10M threshold or submit a project as a subconsultant that meets the $10M threshold plus many of the other requirements? In other words, it seems like the $10M threshold is a disqualifier but the Prime requirement is not? How much is the penalty for not being the prime?

RESPONSE: In order for a project to be evaluated as relevant, it must meet the criteria for relevancy, e.g., type of project, dollar value, within 10 years, etc. If it doesn’t, we cannot evaluate it as meeting the criteria for relevancy. In response to your question on whether or not the dollar threshold is a disqualifier but the Prime requirement is not, that is correct. There is no penalty for not being the prime, however, projects in which a firm is the prime AE will be given more favorable consideration. See Amendment 2.

5. The RFQ requires a minimum of three electrical and three civil projects. Would it be better to submit three electrical and seven civil projects or five of each? If the civil has 7 projects that meet all the criteria but the electrical has only three (or less that meet the $10M), then would it be more beneficial to submit 7 and 3? Or would the penalty for only submitting three electrical projects outweigh the penalty for the electrical not being the prime?

RESPONSE: The number of projects that are submitted are at the firm’s discretion. The AE announcement sets the minimum number of projects required.

6. Specialized Criterion 1 a. 2) requires one new construction and one repair/renovation. In almost every single case, the electrical work is a repair/renovation, especially utility work. If any new utility work is done, it is probably part of a MILCON for a building or facility that the electrical will not be the prime. Therefore, it is almost impossible to find a new construction project that has an electrical prime. Will it be acceptable to have a project that elements of new electrical work to satisfy the requirement for “one new construction” or does the project have to be mostly new construction. If so, what percentage has to be new versus renovation?

RESPONSE: Synopsis revised to delete new construction and repair/renovation requirement for civil and electrical projects. See Amendment 2.

7. Was the $10M number FOR ELECTRICAL WORK derived as a result of the market research? Or was it an arbitrary number or based on the civil work? If the research was based on the market survey, and the requirements for this RFQ changed from the market survey, is it possible to relax or eliminate the $10M requirement? Or, if not, relax the electrical prime requirement?

RESPONSE: Synopsis revised to make minimum estimated construction cost at $5M for civil projects and $1M for electrical projects. See Amendment 2.

8. Do all 6 of the projects submitted for Specialized Experience need to be completed in a tropical environment?

RESPONSE: Yes
