PEARL HARBOR, HI 96860-3134
RFP N62478-19-R-5036
Notice No. 1
24 September 2019 N62478-19-R-5036
N62478-19-R-5036 IDIQ CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR
VARIOUS UTILITY PROJECTS AND OTHER PROJECTS PRIMARILY UNDER THE
COGNIZANCE OF NAVAL FACILITIES ENGINEERING COMMAND, HAWAII
QUESTIONS & ANSWERS
1. Can you please identify the incumbents on this contract, and the contract number(s)?
RESPONSE: This is a new requirement. There is no incumbent for this acquisition.
2. The Solicitation states: “The SF330 Parts I and II pages shall be numbered sequentially.”
To clarify, would NAVFAC Hawaii prefer to see each SF330 part numbered sequentially?
Meaning would the Part II numbering start at one or be a continuation of Part I?
RESPONSE: Part II shall be a continuation of Part I.
3. The Solicitation states: “SF330, Part I, Section F, limited to 3 single sided pages.”
To confirm the requirement stated above, NAVFAC HI is asking that each of the ten relevant projects be no longer than 3 pages. Please confirm.
RESPONSE: Yes.
4. The Solicitation notes: “For this contract, the lead discipline shall be a registered Civil Engineer,” and “for this acquisition, the Government is seeking a strong Civil lead with a solid Electrical in-house experience.” Does NAVFAC HI expect that proposers shall designate one of their 4 key Civil Engineers as the lead? Or, does the Principal-in-Charge of the Prime Firm need to be a registered Civil Engineer?
RESPONSE: The Principal-in-Charge shall be a registered Civil Engineer and is designated as one of the key personnel. The Principal-in-Charge is in addition to the maximum four Civil Engineers, also designated as key personnel. See Amendment 1.
RFP N62478-19-R-5036
5. The Solicitation states: “A subconsultant's experience will not be given the same level of consideration as that of either a prime firm or a joint venture member/partner because there is no direct legal relationship between the Government and a subconsultant. The exception is an electrical team subconsultant, if proposed, that will be providing the electrical design experience.” We served as a subconsultant, designing the exterior electrical primary distribution system on a waterfront project, in addition to other engineering disciplines (civil, mechanical, environmental) applied to the design of features such as water treatment and alternative energy.
If this project is used in Section F, please confirm that the work of the other engineering disciplines from our company, designing other features will be afforded the same level of consideration as the designs executed by our electrical engineers.
RESPONSE: No, please see paragraph 2 of the NOTES, which state, “Specialized experience of the Prime A-E firm as a subconsultant will not be given the same level of consideration as either the Prime A-E or the Prime Joint Venture (JV)/Limited Liability Company (LLC)/Limited Partnership (LP) or JV/LLC/LP partner(s).” Full consideration will be given to an electrical subconsultant, if proposed, that will be providing the electrical design experience. If your firm is submitting an SF330 as the Prime AE and is proposing in-house relevant electrical experience, the project submitted for consideration shall be a project for which the your firm was the Prime AE. In the situation described above in Question No. 5, if your firm is submitting an SF330 as the Prime AE, the project will be considered, but will not be given the same level of consideration as either a Prime A-E or the Prime Joint Venture (JV)/Limited Liability Company (LLC)/Limited Partnership (LP) or JV/LLC/LP partner(s).
