Notice No. 1

IDIQ CONTRACT FOR ARCHITECT-ENGINEER SERVICES FOR VARIOUS

STRUCTURAL PROJECTS AND OTHER PROJECTS PRIMARILY UNDER THE

COGNIZANCE OF NAVAL FACILITIES ENGINEERING COMMAND, HAWAII

QUESTIONS & ANSWERS

1. Under Criterion 1, project experience in crane load analysis on piers and wharves is shown and at the same time it states that projects must be $20 million or more in estimated construction costs. For any specific project experience involving crane load analysis or similar studies, the contract may not be for a construction project but analysis and reporting results. Does the $20 million construction cost still apply for analysis only types of projects?

RESPONSE: No. Please see Amendment 1 to the AE announcement.

2. Regarding the definition of “Tropical Regions” in the NAVFAC RFP for structural projects, the solicitation specifically references UFC 3-440-05N, Change 2 dated 28 November 2006.

Florida, the Gulf Coast, Okinawa, and other similar areas are just north of the Tropic of Cancer and have similar climatic conditions defined as “tropical.” See paragraph 1.4 of the UFC. For these areas just north of the Tropic of Cancer mentioned in the referenced UFC, will projects in these areas be acceptable as being in a tropical environment?

RESPONSE: Yes. Please be advised that for this acquisition, tropical environments are further defined as hot and humid and require special attention in the design of shore-based facilities subject to highly corrosive environments. With regard to tropical environments, in order to be considered relevant, your project must demonstrate that it meets all elements of being located within a tropical environment subject to highly corrosive environments. Please see Amendment 1 to the AE announcement.

3. If any, who are the incumbent(s) relating to this requirement?

RESPONSE: There is no incumbent for the subject AE Structural announcement
