SUBMITTED BY PLANHOLDERS

FOR

RFP NO. N62478-18-R-4035

Q1. We went over the project specs and plans and did not find any Covered Defense Information (CDI) requirement. Please confirm.

A1. Confirmed.

Q2. We have this note in the bottom of every drawing. Please clarify on how we can deliver the drawings to the subs and suppliers:

A2. Disregard Unclassified//For Official Use Only markings.

Q3. The attached .pdf file was also found on a few sheets. Please advise how to treat and deal with this info and if it’s okay to send to the subs/suppliers.

DISTRIBUTION STATEMENT C. DISTRIBUTION AUTHORIZED TO U.S. GOVERNMENT AGENCIES AND THEIR

CONTRACTORS PER CONTRACT N00604‐09‐D‐0001 OTHER REQUESTS FOR THIS DOCUMENT SHALL BE REFERRED TO CODE 7030

A3. Disregard Distribution Statement C.

Q4. Factor 1. Experience requires a minimum of 1 and maximum of 3 relevant construction projects. Designer experience is NOT listed in the RFP as an evaluation factor; however, Attachment A is titled Construction & Design Experience Project Data Sheet. Will the designer experience and past performance be added as an evaluation factor for this LPTA proposal, or will the government provide a revised Attachment A?

A4. See Document 00110 Evaluation Factors for Award, Attachment A revised by Amendment 0002.

Q5. Typically, DoD design-build projects identify a funding limitation. We are not able to locate where this is listed in the solicitation documents. Will the funding limit be provided?

A5. See Document 00100 paragraph 1.8 revised by Amendment 0002.

Q6. Will the small business plan due date be allowed to be submitted 24 hours after the price proposal is submitted? There are current MILCON projects bidding in Hawaii for the Navy that allow an extra day, which is extremely helpful.

A6. Yes. In accordance with Document 00100 paragraph 1.7, “Plan shall be submitted prior to contract award.” Contracting Officer will contact the apparent successful offeror to request the subcontracting plan prior to contract award.

Q7. Please confirm that the explicit access to the bid documents from the Navy is only for the prime contractors and is NOT required to be carried through to the subcontractors and vendors. Unless advised otherwise, we expect that the prime contractor has no restrictions on sharing the bid documents to obtain quotations.

A7. Confirmed

Q8. We have noticed that a substantial portion of the project will require heavy clearing for the installation of the duct bank system. Are there any clearing limits established in which we are limited? Unless told otherwise, we are going to assume that we will be able to clear what is necessary to install the duct bank system.

A8. See DB RFP Part Three, section G1010 for site clearing requirements.

Q9. If we reduce the cleared vegetation to chips, would we be able to leave these materials on site and distribute over the duct bank right of way?

A9. See DB RFP Part Three, section G1010 for site clearing requirements.

Q10. This project will generate an excess amount of soil from the excavation. Will we be able to waste this excess material onsite? If so, please let us know where this disposal site is located.

A10. See DB RFP Section 01 57 19 - TEMPORARY ENVIRONMENTAL CONTROLS

Q11. The bridging documents provided us shows little to none of the existing utilities that we may encounter during our duct bank system installation. In an effort to level the assumptions we would need to make for these encounters, would if be possible for you to provide us a set amount of assumed existing utility crossings in which all bidders can base our proposals on?

A11. See DB RFP Part 6 Reference Drawings. Known existing utilities are shown on PMRF Site General Development Maps.

Q12. What are we to assume for contaminated soil, if anything?

A12. Contaminated soils are not expected to be encountered as indicted in DB RFP Part Three, section F2020.

Q13. What are we to assume for asbestos materials, if anything?

A13. See DB RFP Part Three, section F2020 for asbestos material identification and disposal requirements.

Q14. What are we to assume for hazardous materials, if anything?
