RESPONSES TO QUESTIONS
SUBMITTED BY PLANHOLDERS
FOR
RFP NO. N62478-17-R-4034
Q1. Offeror Experience. Would the Navy please consider changing the project experience to 1 new construction project and 2 renovation projects. A majority of the task orders under the current HubZone contract have been renovation projects.
A1. Factor 2 Experience remains unchanged. Offerors shall follow Document 00110 Evaluation Factors for Award.
Q2. Would the government consider revising the due date so the proposal could be due on a weekday other than Monday?
A2. Proposal due date remains 16 April 2018
Q3. The SF 1442 has a checkmark for Block 13B: “Offer guarantee ‘is’ required.”
Please clarify if this is due with the Phase I proposal. Typically, bid bonds are not required with Phase I proposals but we want to be absolutely sure of the RFP requirements.
A3. Offer guarantee is not required in Phase 1. Offer guarantee will be required in Phase 2 with the seed project.
Q4. Document 00110, Factor 2 – Experience requires Arial 11 font (minimum), however, Attachment A – Construction & Design Experience Project Data Sheet is provided in Times New Roman 10 font and the instructions clearly state not to alter the form. Are we allowed to use Times New Roman 10 for project descriptions (as provided in the template) or should we input all our information in Arial 11 and not alter the text provided?
A4. Offeror shall input all information in Arial 11 font and not alter the text provided.
Q5. Page 7 of the RFP Document states that an Offeror is allowed to include a major/critical subcontractor's information as part of its proposal - namely by including no more than two (2) projects to demonstrate construction experience under Factor 2. It is our understanding that a major/critical subcontractor can indeed be proposed and have its construction experience submitted by more than one (1) offeror's team. For example, it is allowable for a major/critical subcontractor that specializes in civil work to provide one (1) project representing infrastructure experience regarding " 4) improvements such as utilities, landscaping, airfields and roadways" to and be utilized in the proposal for more than one (1) HUBZone MACC offeror's team.
A5. Correct. Offerors shall follow Document 00110 Evaluation Factors for Award
Q6. Past Performance PPQ's. Please advise if it is acceptable to submit previously completed PPQs for projects as long as they are the same or similar format.
A6. Offeror may submit previously completed PPQs for projects as long as they are in the same format and contain the same information as Attachment B.
Appendix A
Amendment 0002
Q7. Experience. We request that the Navy allow individual project experience of the offeror's key personnel (Owner, Program Manager, Project Manager) to be submitted for project experience. It is challenging for small HubZone companies to have multiple projects over $3 million in a 5-year period. If this is allowed we would also submit a letter of commitment from the key person and request that it not be included in the 2 page limit for each project.
A7. Factor 2 Experience remains unchanged. Offerors shall follow Document 00110 Evaluation Factors for Award.
Q8. Experience. We request that the Navy reduce the dollar value requirement of $3 million down to $1.5 million with regards to the past project experience. Again, It is challenging for small HubZone companies to have multiple projects over $3 million.
A9. Factor 2 Experience remains unchanged. Offerors shall follow Document 00110 Evaluation Factors for Award.
Q9. Please consider changing the proposal due date to Wednesday, April 18th or Thursday, April 19th. Mailing options to arrive on Monday are earlier and more limited due to the weekend prior to the due date.
