About this file
This document is an Amendment (001) to an Invitation for Bid (IFB) issued by the U.S. Navy, dated August 12, 2025, with contract number N62473LO11243. The amendment introduces a significant change to the original solicitation by allowing bid submissions via email as an alternative to physical mail, specifically to accommodate bidders whose packages may not be delivered before the stated deadline.
The amendment provides two Navy contact email addresses (bradley.a.stevenson6.civ@us.navy.mil and megan.e.lestage.civ@us.navy.mil) for electronic bid submissions. Bidders using this email submission method are required to include a tracking number demonstrating their bid package is already in transit. Critically, the amendment emphasizes that bids received without acknowledgment of this or any subsequent amendments may be considered non-responsive, underscoring the importance of carefully following the updated submission guidelines.

Amendment 001
NOTICE: An amended version of the INVITATION FOR BID_4A20_4A22 and the INSTRUCTIONS TO BIDDERS_4A20_4A22 has been posted to sam.gov.
IMPORTANT: ALL BIDS SUBMITTED MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT
AND MAY BE DONE BY WAY OF EMAIL AS STATED BELOW. BIDS RECEIVED THAT DO NOT
ACKNOWLEDGE THIS OR ANY ADDITIONAL AMENDMENTS MAY BE CONSIDERED NON-
RESPONSIVE.
Amendment summary:
INVITATION FOR BID_4A20_4A22 has been amended to allow the use of email as a way to submit the bid package. This last minute exception is to afford those that have already mailed their bid package but have not been delivered, and will not have a guarantee of being delivered before the stated deadline. Emailed bids will require the inclusion of a tracking number to show the bid package is already in transit yet hasn’t been delivered due to no fault of their own.
Bid packages that need to be submitted via email shall sent to the following email addresses:
bradley.a.stevenson6.civ@us.navy.mil megan.e.lestage.civ@us.navy.mil
INSTRUCTIONS TO BIDDERS_4A20_4A22 has been amended to support the last-minute use of email as an acceptable form of submitting the bid package, subject to additional requirements.
