Section F.3 Request for Proposals (Step 2 RFP), Proposal Submission Requirements and Evaluation Factors is amended by deleting it in its entirety and inserting in the place thereof:
3. PROPOSAL SUBMISSION REQUIREMENTS AND
EVALUATION FACTORS
Proposals will be evaluated based on the below six factors, A through F. Proposers should provide the information identified for each Factor’s Solicitation Submittal Requirement below as part of the proposal, organized and formatted as indicated. Proposals should specifically address each Factor and Subfactor listed in Table 9: Proposal Submission Sections and further bullets described in Section F.3. Technical and financial proposals should be concise, only provide relevant material, and include tables, graphs, or other visual aids where appropriate.

In addition to meeting the requirements of the RFP, the Government will evaluate the extent to which the proposed Government Facilities:
a. Incorporate additional options for IKC above the Base Requirements as described in Section F.2.c;
b. Demonstrate quality architectural and design features (while maximizing the requirements of the RFP);
c. Identify amenities, such as dining, gyms, child care, etc., that may be utilized by the over 5,000 Government employees within the private development or within the Government Facilities (while maximizing the requirements of the
RFP);

The submitted narrative should include at least the following:

• Detailed assumptions for the proposed private development, including sales and rental rates, absorption period, discount rates, and substantive data/facts to support all assumptions;

• A general statement regarding proposer’s ability to sign the Sample Lease as drafted;
• A listing and explanation of any specific lease provisions required to accomplish the proposal (e.g., a minimum Lease term, special assignment provisions, etc.);

The consideration will be paid in the form of IKC. The Government will evaluate the price/consideration proposals on the basis of maximizing the value of the proposed Project to the Government within the constraints and specifications of the solicitation.
The Government will make a determination whether the proposed consideration to the Government is in an amount not less than the fair market value of the leasehold interest, as determined by the Government. The Government will evaluate the value of any additional consideration to Government over the term of the Lease, any proposed mechanisms to share in any appreciation in value of the site, and the strength and realism regarding any additional consideration proposed. Government will evaluate the degree of certainty provided (e.g. corporate guarantees, bonding, insurance or other financial instruments) to ensure Government Facilities will be completed regardless of sale or lease activity on the remainder of the site.

• If any submitted information notes any litigation, disputes, claims, Universal Commercial Code filings or similar circumstances, proposer should describe the current status and background of each matter in full detail and its potential impact on the proposer’s ability to fulfill the financial obligations and responsibilities of the proposed development of the Government Facilities and on the Leased Premises;
• A description of any non-standard sources of funding required to complete the project, e.g., public financing, grants, transportation funding, etc.
FACTOR F: Financial Plan and Pro Forma
Basis of Evaluation:
The extent to which the Proposer demonstrates that the provision of Government Facilities and the proposed development on the Leased Premises are financially viable and realistic.
Solicitation Submittal Requirement:
Proposer should provide a narrative describing relevant assumptions necessary to understand the funding and construction of the Government Facilities and planned for the Leased Premises. Proposer should also provide a pro forma illustrating the economic viability of the plans for the Leased Premises, described in the narrative which details all cash inflows and outflows, to include consideration to Government, for the entire proposed term of the Lease.
