Defense Fuel Support Point (DFSP) San Pedro – Marine Terminal – Request for Information Answers
1. Would the Navy entertain a longer than 25-year lease term?
Depending on the proposal, the Navy may entertain a longer lease term.
2. Is Pier 12 M OTEMS compliant?
Pier 12 is in “Satisfactory” condition per the February 2021 MOTEMS audit with no loading, berthing, or mooring restrictions recommended. However, no determination of fitness-of-purpose has been made as the terminal is in Caretaker Status, and, there is a summary of findings that must be resolved prior to resumption of terminal operations. An additional audit will be necessary at that time, to confirm MOTEMS compliance of deployed systems and fitness-of-purpose of the marine oil terminal. In addition, repair and maintenance based on above-water inspection findings are recommended, including testing of pre-stressed piles, pile jacket repairs, localized concrete repairs, and the cleaning and recoating of the mooring fittings and exposed utility piping.
The Government is amenable to providing a copy of the 2021 MOTEMs Report and additional information after signature of a Non- Disclosure Agreement. Please email Kimberly.spencer@navy.mil to request these documents.
3. If the existing pipelines are not a part of the negotiated lease agreement, will they be nitrogen-filled and remain in place for the Navy’s future use? Or, will be they abandoned in place and/or slurry-filled?
The future of the pipelines is yet to be determined and will be discussed further with the selected offeror.
4. Does the existing infrastructure need to remain in place, or can the existing fueling facilities on the Marine Terminal be demolished and/or replaced on the site with other improvements?
The existing infrastructure does not need to remain in place. However, any demolition of the Navy’s existing fueling facilities on the Marine Terminal, and replacement on the site of other improvements, would need to first be approved by the Navy. Additional environmental analysis may be required. An offeror may include demolition of the Navy’s existing fueling facilities and proposed improvements in its proposal for Navy consideration.
5. Can additional condition information on the pier itself be provided, such as information on the feasibility of use, the decking, the fendering system, the concrete piles, etc.?
The Government is amenable to providing a copy of the 2021 MOTEMs Report and additional information after signature of a Non- Disclosure Agreement. Please email Kimberly.spencer@navy.mil to request these documents.
