About this file

This document provides details for a federal solicitation seeking replacement of chillers and air handling units at four buildings located at the Naval Support Activity Monterey in California. The solicitation will use Woman Owned Small Business competitive procedures limited to qualifying WOSB firms. The Navy seeks a firm fixed price design-build contract to demolish and dispose of existing equipment, install replacement chillers at three buildings and a replacement air handling unit at one building, and integrate the new equipment into existing mechanical, electrical, and control systems. The contractor must also commission and test the new installations. The solicitation response due date was extended to May 5, 2021. The document includes responses to requests for information seeking clarification on project requirements and existing site conditions.

[RFI 001] “Reference Part 2 General Requirements, Specification Section 01 33 10.05 20 Design Submittal Procedures, para. 1.3 Design Requirements. This section indicates that full blown design drawings and specifications are required. However, para. O. states, “prepare design drawings more like shop drawings”. Please clarify the extent of design required.”

[GOV RESPONSE RFI 001] Shop drawings are satisfactory with the following conditions: Ingersoll B330 shop drawings must include mechanical details of interconnection with main building chilled water circuit, configuration during chiller replacement, and any changed controls configurations; B246 AHU shop drawings must include details of any changed controls configuration.

[RFI 002] “If a full-blown design is required, how many design review submissions are required?”

[GOV RESPONSE RFI 004] Yes.

[RFI 005] “At the site visit it was indicated that proposals need to be mailed and that no fax, electronic, or email proposals are acceptable. Will the Government accept hand delivered proposals?”

[GOV RESPONSE RFI 005] Due to COVID working conditions hand delivered proposals will require advanced coordination with Shawn Borisow, Contracting Officer. Request no less than two (2) full work days advanced coordination to schedule a meeting time for hand delivered proposal. Email: Shawn.Borisow@navy.mil

[RFI 006] “Reference Part 2 General Requirements, specification section 01 45 00.05 20, Para. 1.2 Quality Control Manager Qualifications indicates that the Site Superintendent may not act as the QCM. Can the Site Superintendent or QCM act as the Site Safety Health Officer?”
