NAVAL FACILITIES ENGINEERING COMMAND SOUTHWEST
FACILITIES SUPPORT SERVICES AT VARIOUS LOCATIONS IN
ARIZONA, CALIFORNIA, COLORADO, NEVADA, NEW MEXICO, AND UTAH
This market research is being conducted in accordance with Federal Acquisition Regulations (FAR) Part 10 and 12 to determine if commercial items are available to meet the Government’s need for Multiple Award Service Contract (MASC) for work to be performed at various Navy and Marine Corps installations located in Arizona, California, Colorado, Nevada, New Mexico, and Utah. Furthermore, your responses to the information requested will assist the Government in determining the appropriate procurement method.

The anticipated preponderance of work will be performed under Annex 1502000 Facility Investment.

Task Orders will be issued off of the basic contract.
Work Requirements:
The Offeror shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, operators and other items necessary to provide the services outlined below for various facilities at Navy and Marine Corps installations located in Arizona, California, Colorado, Nevada, New Mexico, and Utah. Services to be performed under the resulting contract(s) will include the following housing and facilities support services annexes:
1) Annex 1401000 - Family Housing
Family Housing requirements within this sub-annex primarily consist of labor, management, supervision, tools, material, and equipment required to perform Family Housing property management and maintenance services at various locations. The intent of Annex 1401000 is to specify the requirements for Family Housing. The Family Housing requirements within this sub-annex primarily consist of management, operation and maintenance services for Family Housing. Restoration and modernization normally consists of major rehabilitation and capital improvements that are accomplished through other Navy programs. Some major repair, minor construction and stand-alone demolition may be accomplished as part of Family Housing.
2) Annex 1402000 - Unaccompanied Housing
Unaccompanied Housing requirements within this sub-annex primarily consist of labor, management, supervision, tools, material, and equipment required to perform Unaccompanied Housing services at various locations. Unaccompanied Housing (permanent party barracks for single sailors) services include billeting and common operations, storage management, furnishings, appliances and equipment management, and change of occupancy services.
3) Annex 1501000 - Facility Management
The Facility Management requirements within this sub-annex primarily consist of facility planning and asset management services including, but not limited to, work control, service call reception, Condition Based Maintenance Management (CBMM) / Infrastructure Condition Assessment Program (ICAP) support, Special project documentation preparation, Regional Shore Installation Plan (RSIP) support, Basic Facility Requirements (BFR) determination, space management planning, real property records maintenance, real estate management support, and technical library operation.
4) Annex 1501001 - Facility Mgmt (Relocatable Facility)
The Facility Management (Relocatable Facility) requirements within this sub-annex primarily consist of labor, management, supervision, tools, material, supplies, equipment, incidental engineering, and transportation necessary to provide leased relocatable facilities at various locations identified in each Task Order. Leasing service shall include delivery, set-up in place, and removal of the facilities/structure upon termination of the lease. The Facility Management (Relocatable Facility) services includes relocatable facilities lease, delivery and set-up installation and removal of relocatable facilities.
5) Annex 1502000 - Facility Investment The Facility Investment requirements within this sub-annex primarily consist of infrastructure sustainment and minimal restoration and modernization work. Sustainment is the maintenance and repair necessary to keep an inventory of facilities and other assets in good working order. Restoration and modernization normally consists of major rehabilitation and capital improvements that is accomplished through other Navy programs. Some major repair, minor construction and stand-alone demolition may be accomplished as part of Facility Investment.

(Pacific Time) on Friday, December 11, 2020 to Robert Salomon at robert.salomon@navy.mil. This is not a request for quotations/proposals and a contract award will NOT be made from this questionnaire. Your responses to the information requested will assist the Government in determining the appropriate procurement method. All information provided will be kept confidential and will not be disseminated to the public. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Definitions:
“Project” means Government or commercial contract/project or task order.
“Catalog Price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public.
“Market Prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.
“Annual Receipts” Gross receipts are averaged over a concern’s latest three completed fiscal years to determine its average annual receipts. “Receipts” means the concern’s gross or total income, plus the cost of goods sold, as defined by or reported on the concern’s Federal Income tax return. The term does not include, however, net capital gains or losses, or taxes collected and remitted to a taxing authority if included in gross or total income. The concern may not deduct income taxes, property taxes, and costs of materials or funds paid to subcontractors. Travel, real estate and advertising agents, providers of conference management services, freight forwarders, customs brokers and tour operators may deduct amounts they collect on behalf of another. If a concern has not been in business for three years, the average weekly revenue for the number of weeks the concern has been in business is multiplied by 52 to determine its average annual receipts.
